Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Meeting of the Mayor and Council of Brentwood Date: April 13, 2015 Council: X Vice Mayor Jeffrey Clark X Council Member Tonya Harrison X Council Member Regina Morlan X Council Member Victor Olano X Mayor Rocio Treminio-Lopez Town Staff: X Reginald Bagley, Town Administrator X Magdalena Rojas, Town Clerk _ (absent) Robert Althoff, Chief of Police X Kenneth Bragg, Lieutenant X Shelley Gaylord, Treasurer Mayor Treminio-Lopez called the meeting to order at 7:38 pm _________________________________________________________________________________ APPROVAL OF AGENDA: Motion by Council Member Morlan to approve the agenda, second by Council Member Harrison for discussion. Approved by voice vote, all in favor. Motion made by Vice Mayor Clark to add public comments, seconded by Council Member Harrison. Approved by voice vote, all in favor. Public Comment COMMENT: Ron Bretemps, Upshur Street Recommends that the tax rate be kept at the constant yield rate and not be allowed to creep-up. Doesn’t understand why we are spending more money for the Town than last year. Especially since people living in Brentwood already live on the lower end of the income scale. The state hasn’t increased Social Security or people’s pensions. Concerned about the amount of money that is sitting in the speed camera line item and thinks that the spending on the police department should be taken from there, and money placed back into the general fund used for the establishment of the police department. Revenue Read by the Mayor and stopped at places indicated below to discuss the following: 4-1005 Real Estate Revenue- Treasurer mentions that the difference between last year and this FY16 is $49,989.00 bases on a tax rate of .4107, discussion arouse about what the other tax rates would bring in. No agreement was reached 4-1020 Interest & Penalties (Prop Tax)- Changed to $2000. 4-1007 Sanitation/Recycling Green Flat Rate- This will be broken down and re-classed by the Treasurer, and taking into consideration how many houses we have in Brentwood the number changed to $43,200 1 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting 4-3010 Liquor License- Changed to $900 4-3017 PG County Business License- Changed to $500 4-3020 Residential Parking Permit- Changed to $300 4-3025 Single Family Home Rental License- Changed to $5000 4-3027 Multi-Family Home Rental Licenses- Changed to $1000 4-3025 Business License Tier 1- Changed to $3000 4-3036 Business License Tier 2- Changed to $10,600 4-3037 Business License Tier 3- Changed to $1,400 4-3045 Multi Rental Dwelling Fees- Changed to $47,000 4-3045 Multi Rental Dwelling Late Fees- Changed to $1,000 4-3039 Vacant Lot Registration Fee- Council Member Morlan doesn’t agree with this fee. If the lot is not being maintained she could support a violation fine not a fee. No change was made. 4-3044 Vacant Bldg. Registration (commercial)- Changed to $1,800 Council believes Codes should be able to get this money this year 4-3048 Vacant Bldg. Re-Registration (commercial)- Changed to $900 4-3050 Vacant Bldg. Commercial Late Fee- Changed to $400 pressure will be placed on Codes to get training 4-3047 Vacant Building Registration (Residential SF)- Changed to $3,000 4-4005 Disposal Fee Rebate- Treasurer will look into this to make sure that the Town is getting all the appropriate fees 4-6010 Animal Violation- Changed to $100 4-8025 Copies & Fax- Changed to $50 4-4013 Speed Camera Gross Revenue- $10,000 Addition of line item for red light camera with a balance of $30,000 4-6007 Vehicle Impound- Name change to Vehicle Release 4-9011 Veterans Fund- Changed to $0 4-4012 Public Safety Funds- Asked the treasurer to move the funds, will be revisited 4-7040 PBPD Community Donations- Changed to $0 49-170 CDBG PY42 Town Center Restoration- name was incorrect and will be changed to CDBG PY42 Sidewalk and Streets Restoration Meeting adjourned at 9:57pm Motion to Adjourn to go into executive meeting to discuss personnel issues. With Council attending as well as the Treasurer and Town Administrator. Motion made by Council Member Harrison seconded by Council Member Olano. Approved by roll call with, with Council Member Harrison, Council Member Olano, Council Member Morlan and Mayor Treminio-Lopez in favor, Vice Mayor Clark against.
