Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Work Session Meeting of the Mayor and Council of Brentwood Date: June 7, 2017 Council: XCouncil Member Jerry Burgess X Council Member Tonya Harrison X Council Member Regina Morlan X Vice Mayor Victor Olano X Mayor Rocio Treminio-Lopez Town Staff: X Reginald Bagley, Town Administrator X Magdalena Rojas, Town Clerk X Robert Althoff, Chief of Police Mayor Treminio-Lopez called the meeting to order at 7:02 pm __________________________________________________________________________ APPROVAL OF AGENDA: Motion by Council Member Harrison to approve the agenda, second by Council Member Burgess. Approved by voice vote, all in favor Add: CDBG (Item 19) Public Comments COMMENT: Stephan Legan, Varnum Street Would like to have more time to discuss the mosquito program. COMMENT: AC Warden, 40th Street Congratulates the Council for a detailed agenda. She is concerned she got the Lamplighter today, which didn’t allow her the time to get the survey so she requests an extension. COMMENT: Liz Marshall, Taylor Street Proposes a celebration of pollinators on June 24th which would end with the planting of a native plant garden in Bartlett Park. COMMENT: Patricia Thornton, Gateway CDC Had Open Studio Tour, which was very successful. She came to the Council Meeting to state that the tour did two primary things. It brought the community together and allowed the artist of Brentwood to sell. Requested funding support from Brentwood. COMMENT: Jen Curvy, Varnum Street Is in support the larval control program. 1 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting COMMENT: Jeffrey Clark, Perry Street Concerned that the Council did not view the content of the 40th Street CDBG RFP and about the cost of spraying the Town for mosquito control. COMMENT: John and Carol Graves, Tilden Street Is very happy for the spraying, but there are other methods to catch mosquitos that are very effective. Mrs. Graves spoke about DIY traps that are perfect for those who are concerned about the spraying. COMMENT: Bill Broadus, Fire Department He approached the Council to obtain funds to replace some equipment. The fire department has been looking at methods to raise the money, however they are still in need of funds. He is thankful for whatever the Town can give or any way they can help. MNCPPC- Summer Playground is going to be moved from the Town of Brentwood to the Town of North Brentwood due to having a larger location and more space separation. The larger space will allow a free meal plan for all the kids in the area. Bid Opening CDBG PY-42 40th Street Resurfacing Bids were received by J. Villa Construction ($68,000), VMP Construction ($47,930), and E&R Services ($82,770). Community Survey on Mosquito Spraying There will be an extension for the Mosquito Spray Survey. After speaking to the Department of Agriculture there are sections of the Town that cannot be sprayed due to the 300 feet radius from houses that have opted out. Council Member Burgess would like to pause the mosquito program until June 9th when we have the surveys. DNR Open Space Grant and Bartlett Park Upgrades Prices have been given for the paving in Bartlett Park as well as other options for the remaining funding. Volunteer Open House Jun 14 The Town needs committees to have representatives from each committee as well as a Power Point Presentation to be made for the event. Fundraising Request for Brentwood VFD There is discussion of creating a committee as well as reach out with other mayors and representatives to also have them create committees to help raise money. Council Member Harrison believes we should be able to give them something from the Public Safety Funds. Oil Tank Replacement in Maintenance Yard Will be approved next meeting. 2 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Multi dwelling Ordinance Motion to have the second reading with amendments and with notification to the home owners of a fee increase on the next meeting on June 21st. Motion made by Council Member Harrison, seconded by Council Member Burgess. Approved by voice vote, all in favor. There is discussion to change the single-family home rental license fee to $200. Tires for Police Chief Vehicle Three bids where obtained, he supports the D&D Tire Co Inc. bid since it saves almost $600 for a total of $679.28. There was consensus to purchase the tires. Mayor and Council Retreat Retreat will be scheduled for June 23rd or June 30th. Brentwood Day Review The Council was very happy with the event. There are some wrinkles in the event but they will be worked out. Hard Binding Meeting Minutes Will be approved next council meeting, but only for completed years. Sustainability Committee Resolution Council Member Burgess gave a repost and status of committee resolution. Signs to be Erected or Replaced List was provided for the Council and will be updated. Arborist There was a consensus to find an arborist who can help on a need basis and not hire someone. National Pollinator Week Celebration Council Member Burgess and a couple of other people will meet to see where plants can be placed for the event on June 24th. Extension of Office Hours on Meeting Wednesdays Council Member Morlan wanted to see if we wanted to have the office open for business during the meeting nights. Will be added to the agenda. Gateway CDC Funding Request Council is conflicted with how much support should be given to Gateway CDC and how much their statement of bringing the community together they agree with. Will be put in the next agenda. Legislative Priorities for this Term List was by the Mayor provided and created from the campaigning that took place during 3 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting elections CDBG Support Request Request was received last night and no action can be taken until the next meeting Meeting adjourned at 10:26pm Motion to Adjourn.
