CALL TO ORDER B. PLEDGE ALLEGIANCE C. DISCLOSURES D. APPROVAL OF THE MINUTES: September 24, 2024, Town Council/RDA Meeting E. REPORTS / PUBLIC INPUT ON NON-AGENDA ITEMS. Public input is limited to three (3) minutes on non-agenda items. F. AGENDA ITEMS: 1. PUBLIC HEARING FOR 275 EAST SPECIAL ASSESSMENT AREA. The Council will hold a public hearing as per state code for property owners within the 275 East Special Assessment Area. Comments are limited to three minutes and written comments may be submitted to the Town Clerk at nleigh@bhtown.utah.gov no later than October 7, 2024, by 5 p .m. 2. CONSTRUCTION MITIGATION DISCUSSION/DIRECTION. Greg Sant, Planning Administrator. The Council will continue discussion on construction mitigation and possible staff direction. 3. SPECIAL ASSESSMENT AREA POLICY AMENDMENT. Bret Howser, Town Manager. The Council will consider a resolution for an amendment to the Special Assessment Area Policy 4. ORDINANCE AMENDING THE LAND MANAGEMENT CODE, CHAPTERS 2, 4, 9, 11, 12, & 13 (Definitions, Submittals, Subdivisions, Flexible Approaches, Design Guidelines, & Enforcement). Bret Howser, Town Manager. The Council will consider an ordinance amending the LMC for the above-referenced chapters for compliance with the 2024 State Legislature requirements on land use. 5. PUBLIC HEARING FOR AN AMENDMENT TO THE LAND MANAGEMENT CODE, CHAPTER 7 ZONE DISTRICT REGULATIONS AND CHAPTER 12 DESIGN GUIDELINES. The Council will hold a public hearing to receive comments on proposed amendments to Chap. 7 & 12 of the LMC. Comments are limited to three minutes and written comments may be submitted to the Town Clerk no later than October 7, 2024, by 5 pm. 6. ORDINANCE AMENDING THE LAND MANAGEMENT CODE, CHAPTER 7 ZONE DISTRICT REGULATIONS AND CHAPTER 12 DESIGN STANDARDS. The Council will consider an ordinance amending the LMC for Chapters 7 & 12. 7. FUTURE AGENDA ITEMS. The Council will discuss potential items for future agendas. G.
