We, the parents or legal guardians of (hereinafter known as the "applicant") are aware
that the applicant wishes to join the Briarcliff Manor Fire Department (hereinafter known as the "Department"). We
understand that this signed consent by the parents or legal guardians and the applicant is required as a prerequisite of the
applicant's acceptance into membership in the Department because the applicant has not yet attained 18 years of age.
We understand that membership in the Department is an inherently hazardous undertaking.
We understand that the applicant will be required to attend such training courses as are required by the Chief of the
Department, and will become familiar with, and adhere to, the bylaws of the departrnent.
We understand that the applicant will be subject to the orders of the Departmental Chiefs and Officers of the company to
which the applicant is assigned, both in the firehouse and at all alarms.
We have been provided with and have read and fully understand the Rules and Regulations governing activities permitted
for members of the Department that are under L8 years of age.
By signing a copy of this consent and release form, we hereby acknowledge that, pursuant to section 19 of the volunteer
firefighters benefit law, the benefits provided by the volunteer firefighters benefit law shall be the exclusive remedy of the
applicant, or his or her spouse, parents, dependents, next of kin, executor or administrator, or anyone otherwise entitled to
recover damages, at common law or otherwise, for or on account of an injury to the applicant in the line of duty or death
resulting from an injury to the applicant in the line of duty, as against the Village of Briarcliff Manor, its employees or
agents, and any person or agency acting under governmental or statutory authority in furtherance of the duties or activities
in relation to which any such injury resulted.
This consent and release form must be signed by the applicant and parents or guardians of the applicant and all signatures
must be notarized.

gave an overview of their organization and thanked the Board for allowing the
Village to be members.

voted unanimously to approve the following resolution:
BE lT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby approves the membership of Gabriella Rocha to the Briarcliff Manor Fire
Company.
Villaqe Justice Court Annual Auditor's Report FY 15-16: acknowledqe and
accept
Trustee Zirman noted his wife was the Court Clerk.

Village Attorney Smith stated he could vote on the agenda item and there was
not a conflict of interest.
Mayor Sullivan thanked the Judges and Court Clerk for keeping the Court
financially sound.
Upon motion by Deputy Mayor Pohar, seconded by Trustee Zirman, the Board
voted unanimously to approve the following resolution:
BE lT RESOLVED that the Village Justice Court conducted an lndependent Audit
for Fiscal Year 2015-2016 in accordance with Section 2019-a of the Uniform
Justice Court Act.
BE lT FURTHER RESOLVED that the Board of Trustees does hereby approve
and accept into the record the Village Justice Court lndependent Audit for Fiscal
Year 2015-2016.
Minutes
Upon motion by Trustee Zirman, seconded by Trustee DeRose, the Board voted
unanimously to approve the minutes of the November 16,2016 Regular Meeting
Adiournment
Mayor Sullivan noted it was the 75th Anniversary of the Pearl Harbor attack and
thanked all veterans and active military for their service.
Upon motion by Trustee Wilson, seconded by Deputy Mayor Pohar, the Board
voted unanimously to adjourn the meeting at 9:00pm.

Budget Amendment: Reader's Digest Grant
Upon motion by Trustee DeRose, seconded by Trustee Wilson, the Board voted
unanimously to approve the following resolution:
BE lT RESOLVED that the Library Fund for fiscal year 2016-2017 is hereby
amended as follows to purchase E-Books and E-Audiobooks, Playaways and CD
Audiobooks and print books for adults, teens and children:
f ncrease Revenue - L0108.2705 Special Gifts $6,000
lncrease Expense - L7410.206 Special Matching Expenses $6,000
Mayor Sullivan appointed Aaron Stern to the Committee and directed a resolution
be prepared for the next meeting regarding the formation of the Committee.
Fi re Department Memberships
The Mayor thanked the Fire Department for reenergizing the membership and
welcomed the new members.
Upon motion by Trustee Wilson, seconded by Deputy Mayor Pohar, the Board
voted unanimously to approve the following resolution:
BE lT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby approves the membership of Gabriella Garpio to the Scarborough
Engine Company.
BE lT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby approves the membership of Ghristian Gonseth to the Briarcliff Manor
Hook & Ladder Company.

Scarborouqh Station Road with the United States Postal Service

Upon motion by Trustee DeRose, seconded by Trustee Wilson, the Board voted
unanimously to approve the following resolution:
BE lT RESOLVED that the Village Manager is hereby authorized and directed to
execute on behalf of the Village a lease agreement with United States Postal
Service for the lease of Village Owned Property located at 200 Scarborough
Station Road for the annual rental of $30,000 payable in equal monthly
installments effective December 1,2017 through November 30,2022.
Gomorehensive Plan B Zone Addendum Advisorv Gommittee
Upon motion by Deputy Mayor Pohar, seconded by Trustee Zirman, the Board
voted unanimously to approve the following resolution as amended:
WHEREAS, the Village of Briarcliff Manor is considering an addendum or
amendment to the 2007 Comprehensive Plan relative to the Village's Planned
Office Building and Laboratory B District under NYS Village Law $7-722; and
WHEREAS, such addendum is intended to address the status of the four
(4) existing properties located within the Village's B District - Briarcliff Executive
Park, Phílips Laboratories, Sony electronics and Briarcliff Corporate Campus -
which were developed as office parks or for laboratory use and which are all
currently vacant; and
WHEREAS, the Village Board has established a committee comprised of
Village residents selected by the Village Board tasked with developing land use
and zoning recommendations for the Village's B Districts to be presented to the
Village Board; and
WHEREAS, the Village Board wants to formalize the establishment of that
committee;
NOW, THEREFORE, BE lT RESOLVED, that the Village Board of
Trustees hereby affirms, ratifies and confirms establishment of the
Comprehensive Plan B Zone Addendum Advisory Committee (the "Committee"),
which shall not be a special committee under NYS Village Law S7-722 but which
shall meet publicly and consider land use and zoning recommendations for the
Village's B Districts, and thereafter provide the Village Board with written
recommendations of same; and it is further
RESOLVED the Committee is comprised of the following members:
Steven Vescio (Chairman), Steve Elkes, Michael Gioscia, Sabine Werner,
Trustee Mark Wilson and Aaron Stern; and be it further

RESOLVED, the Committee shall utilize Víllage facilities for its meetings
including the Community Center and Village Hall, as well as the videotape
equipment in order to record their meetings if they so desire; and be it further
RESOLVED, this Resolution shall take effect immediately
Adootion of Amended Fire Deoartme nt Service Award Proqram Documents
The Board made a housekeeping change to the document and directed Village
Counsel to verify that it was ok.
Trustee DeRose stated he was a member of the program and abstained from
voting.
Upon motion by Trustee Wilson, seconded by Deputy Mayor Pohar, the Board
voted unanimously to approve the following resolution:
BE lT RESOLVED, that the Volunteer Firefighter Service Award Program Trust
Document and Plan Document are hereby adopted; and
BE lT FURTHER RESOLVED that the Village Manager is hereby authorized and
directed to execute the Trust Document and Plan Document on behalf of the
Village of Briarcliff Manor.

The Board congratulated Lieutenant Bueti.

unanimously to approve the following resolution:
BE lT RESOLVED that Dominick Bueti is hereby appointed as Police Lieutenant
effective January 5,2017 with a salary of $130,000.00.

& Ladder Company.

hereby approves the membership of Alexandra L. Martocci to the Scarborough
Engine Company.
Declaration and Authorization of the Sale of Surplus Vehicles and
Equipment
Upon motion by Trustee Zirman, seconded by Trustee DeRose, the Board voted
unanimously to approve the following resolution:
BE lT RESOLVED, that the Board of Trustees does hereby declare the Village
owned vehicle and equipment listed below as surplus and further authorizes
their sale pursuant to a public bid.

voted unanimously to approve the following resolution:
BE lT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby makes the following appointments:
Jeffrey Robins as a member of the Library Board for a term to expire on
December 31,2017.
Reina Schiffrin as a member of the Library Board for a term to expire on
December 31,2018.
Allison Shine as a member of the Library Board to fill the unexpired term of
Hannah Berkowitz to expire on December 31 ,2019.

Authorize Villaqe Manager to Execute an Aqreement with Westchester

Upon motion by Deputy Mayor Pohar, seconded by Trustee Zirman, the Board
voted unanimously to approve the following resolution subject to a review of
Appendix A by Village Counsel:
BE lT RESOLVED that the Village Manager is hereby authorized and directed to
execute on behalf of the Village a TraCS Use and Dissemination Agreement with
the Westchester County Department of Public Safety and the New York State
Police for a period of five (5) years upon the execution of the agreement.
Resolution to Accept the Donation of Real Propertv
Mayor Sullivan stated the land was not developable and would enhance the
Village's open space.

Upon motion by Trustee Zirman, seconded by Trustee Wilson, the Board voted
unanimously to approve the following resolution:
WHEREAS, Michael Salwen, Nancy Salwen, Judith Salwen and Elizabeth Stahl
(collectively, "Owners"), are the owners of certain vacant real property located at
Cedar Drive, in the Village of Briarcliff Manor, which is approximately 0.869
acres, and which is shown on the tax map of the Town of Ossining as Section
105.10, Block 2, Lot 58, and which real property is more particularly described on
Exhibit A annexed to and made a part of this resolution (the "Property"); and; and
WHEREAS, the Owners wish to donate said Property to the Village of Briarcliff
Manor, and
WHEREAS, after a review and inspection of the Property and after obtaining a
title report on and survey of the Property, the Village Board wishes to accept said
donation of the Property.
NOW THEREFORE, BE IT
RESOLVED, that the Village Board of Trustees hereby accepts, with gratitude,
the donation of the Property; and it is further
RESOLVED, that this acceptance of the Property is without any commitment as
to the dedication and use of the Property for any particular purpose; and
RESOLVED, that such acceptance is subject to Owners' delivery of the Property
free from any and all fees, costs, liens and encumbrances to the satisfaction of
Village Counsel and the Village Manager; and be it further
RESOLVED, that the Village Manager be and is hereby authorized to negotiate
all terms incidental to said transaction and prepare any necessary documents to
make the transfer of said Property possible and further to perform any other work
necessary, relative to the transfer of said Property; and be it further
RESOLVED, this Resolution shall take effect immediately

Upon motion by Trustee Wilson, seconded by Deputy Mayor Pohar, the Board
voted unanimously to approve the following resolution:
BE lT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby designate the following banks for the deposit of Village funds:

Authorize Village Manaqer to Execute Fire Protection Agreements with the
Town of Mount Pleasant
Upon motion by Deputy Mayor Pohar, seconded by Trustee Zirman, the Board
voted unanimously to approve the following resolution:
BE lT RESOLVED that the Village Manager is hereby authorized and directed to
execute a Fire Protection Agreement with the Town of Mt. Pleasant for fire
protection services to the Briarcliff East Fire Protection Districts in the amount of
514,702 to expire on December 31 ,2016.
BE lT FURTHER RESOLVED that the Village Manager is hereby authorízed and
directed to execute a Fire Protection Agreement with the Town of Mt. Pleasant
for fire protection services to the Northeast Briarcliff Fire Protection District in the
amount of $29,328 to expire on December 31 ,2016.

unanimously to approve the following resolution:
BE lT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby approves the membership of Alexandra L. Winters to the Briarcliff
Manor Fire Company.
Adiournment
The Board noted there would be a special Executive Session on February 27,
2017 at 6:30pm, the February 22,2017 Work Session was canceled and the next
regular meeting would be March 1,2017 at 8:00pm with a Work Session at
6:30pm.
Upon motion by Trustee Zirman, seconded by Trustee Wilson, the Board voted
unanimously to adjourn the meeting at 8:25pm.
