Village Board of Trustees Regular Meeting March 6, 2019 8:00 p.m. The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor at the William J. Vescio Community Center, at 1 Library Road, Briarcliff Manor, New York on the 6th of March, 2019 commencing at 8:00 p.m. Present Lori A. Sullivan, Mayor Cesare DeRose, Jr. Deputy Mayor Kevin Hunt, Trustee Mark L. Wilson, Trustee Also Present Philip Zegarelli, Village Manager Daniel Pozin, Village Attorney Christine Dennett, Village Clerk David Turiano, Village Engineer Absent Bryan Zirman, Trustee Pledge of Allegiance Board of Trustees Announcements by Trustee Hunt • The Library has many upcoming events and the Spring/Summer Brochure is available. Visit the website for more information. • The Fire Department wants to remind everyone to make sure your generators are serviced and used in well ventilated areas. Please check your carbon monoxide detectors and don’t store fuel containers in your house. • The Law Park Ice Rink is closed for the season. • The Recreation Spring/Summer Brochure is available. Registration begins on March 11th. • The Annual Village Election will be held on Tuesday, March 19th. Absentee Ballot applications are available on the website or at Village Hall. • The tentative budget for FY19-20 will be filed by March 20th. Village Managers Report by Village Manager Zegarelli • Village Manager Zegarelli gave a presentation on the Six Month Budget for Fiscal Year 2018-2018. Public Comments 1 Mr. Bruce Yeager of 450 Central Drive urged the Board to review his email he sent regarding conditional items for the temporary certificate of occupancy for The Club. He also stated deliveries were being accepted by The Club at the gate on Lodge Road and he requested that violations be issued. Mr. Clark Shepard of 144 River Road asked if the Mayor intended to seek reelection. Mayor Sullivan stated she did not intend to run for reelection. Authorize Village Manager to Execute Agreement - Transfer of Organic Waste for Refuse Disposal Upon motion by Trustee Hunt, seconded by Trustee Wilson, the Board voted unanimously to approve the following resolution subject to review by Village Counsel: BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute an Intermunicipal Agreement with Westchester County for transfer of organic waste for refuse disposal from April 1, 2018 through March 31, 2023. Donation from the Friends of the Library Upon motion by Trustee Wilson, seconded by Deputy Mayor DeRose, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees hereby accepts a donation in the amount of $494.89 from the Friends of the Library for the purposes of purchasing hanging devices to display artwork at the Library. Increase Revenue – Gifts (L0108.2705) by $494.89 Increase Expenses – Special Matching Expenses (L7410.206) by $494.89 Schedule a Public Hearing to Amend a Special Use Permit – Briarcliff Congregational Church Upon motion by Deputy Mayor DeRose, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: Referral to the Planning Board BE IT RESOLVED that the request for the amendment of a Special Use Permit issued to the Briarcliff Manor Congregational Church located at 30 South State Road is hereby directed to the Planning Board for review and recommendation. Schedule Public Hearing 2 BE IT RESOLVED that a Public Hearing is hereby scheduled for March 20, 2019 at 7:30pm or soon thereafter in the William J. Vescio Community Center located at 1 Library Road, Briarcliff Manor, NY to hear and consider an application to amend a Special Use Permit issued to the Briarcliff Congregational Church. Fire Department Membership – Ribeiro The Board thanked Mr. Ribeiro for volunteering. Upon motion by Trustee Hunt, seconded by Trustee Wilson, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approve the membership of Rafael Batista-Ribeiro to the Scarborough Engine Company. Library Board Reappointment Upon motion by Trustee Wilson, seconded by Deputy Mayor DeRose, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby makes the following reappointment: Roslyn Beck as a member of the Library Board for a term to expire on December 31, 2023. Minutes Upon motion by Trustee Wilson, seconded by Deputy Mayor DeRose, the Board voted unanimously to approve the minutes of February 6, 2019. Adjournment Mayor Sullivan read aloud a statement. She stated it was an honor to serve the Village for almost 20 years and thanked all of those that sent genuine well wishes. She further stated she proud of what the Board had accomplished over the last 4 years and thanked the residents for allowing her to serve the Village.
