Regular Meeting
July 7, 2020
7:30 p.m.
A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor,
New York was held remotely via Zoom on the 7thof July, 2020 commencing at
7:30 p.m.

The Board opened all eight hearings together.
Deputy Mayor Chatzky gave a terrific synopsis of the proposed legislation.

Mayor Vescio gave a brief overview of the timeline.
Mrs. Mary Potente of Macy Road stated Chilmark Park seemed much quieter
and the code changes addressed most of her concerns. She further stated
continued enforcement was needed.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to close the public hearing on Chapter 153.
The Board thanked Georgina Gualdino and Henry Jamin for their input in drafting
the legislation.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board
voted unanimously approve the following resolution:
BE IT RESOLVED that the proposed local law to amend Chapter 153, entitled
“Parks and Recreation” of the Code of the Village of Briarcliff Manor is hereby
adopted.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to adjourn the public hearings to July 7, 2020 at 7:30pm.
Board of Trustees Announcements
The Library has many virtual programs and curbside pickup available.
Visit their website for more information.
The pool and tennis courts are open. Permits are on sale and required.
Volunteers are needed for the Fire and Ambulance Departments.
The Board is seeking volunteers for the Architectural Review Advisory
Committee. Letters of interest should be sent to BOT@briarcliffmanor.org.
The Board thanked Village Staff for all the hard work they’ve been doing
and keeping the Village fully operational.
Village Manager’s Report by Village Manager Zegarelli
Phase IV began today.
60% of the normal amount of pool permits are issued.
The playgrounds will reopen and will be at the visitors own risk.
Village Offices will reopen as soon as all safety measures are in place.
Taxes were due by July 1st.
The Village’s Census response rate is at a 77% response rate.
The work on the donated lantern is nearly complete.
The Village is receiving an award for the UV Connection Project.
Village Engineer’s Report by Village Engineer Turiano
The Work Session on June 30th was well attended and updates will be done to
the Streetscape, Village Hall ADA and Law Park Drainage Basin Projects in
accordance with the discussions.

Building Permits: Likely due to the pandemic, there is an uptick in home
improvements. The Building Department is monitoring it closely to ensure work
is being done with permits when needed.
Fuel Island: Work is complete and the old one needs to be demolished.
Committee Reports
Beautification Committee:
Thanks to the Committee for all their efforts with the plantings and the
newly designed and planted Pocket Park.
Recreation Advisory Committee:
The Park and View event was a great success.
A summer concert is being planned.
Rules and Regulations for Scarborough Park have been posted.
A pathway from Law Park to the Youth Center is being discussed.
The next meeting is July 15th.
Public Comments
There were no public comments.
Authorize Village Manager to Execute an Inter-Municipal Agreement with
Westchester County for Emergency Communications Equipment
Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to
execute an Inter-Municipal Agreement with Westchester County for Emergency
Communications Equipment.

Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED that the Board of Trustees does hereby authorize the

Adjournment
Upon motion by Trustee Werner, seconded by Trustee Midgley, the Board voted
unanimously to adjourn into Executive Session to discuss legal and personnel
matters at 8:41pm.
The Board reconvened at 9:24pm.
Upon motion by Trustee Werner, seconded by Deputy Mayor Chatzky, the Board
voted unanimously to adjourn the Regular Meeting at 9:25pm.
