A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor,
New York was held remotely via Zoom on the 4th of August, 2020 commencing at
7:30 p.m.

Amend the Comprehensive Plan related to the BZone
The Board opened all ten hearings together.
Deputy Mayor Chatzky shared a video explaining the BZone changes and gave
an overview of the proposed legislation.

Mr. Michael Mezzacappa of 43 Shadowbrook Lane asked where the laws could
be found.
Mr. Roger Battacharia of 16 Holbrook Lane stated it was nice video and thought
keeping the properties as commercial was a great idea.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to adjourn the public hearings to August 18, 2020 at 7:30pm.
Board of Trustees Announcements
The Library has many virtual programs and curbside pickup available.
Visit their website for more information.
The pool and tennis courts are open and staff is doing a tremendous job.
Permits are on sale and required.
A summer concert is being planned for August 7th.
The next Park and View event will be Star Wars themed and held on
August 28th.
Multiple power outages in the Village. Please report to Con Edison
directly.
Senators Carlucci and Harkham are cosponsoring Senate Bill 8795 for a
study to improve the Route 9A Corridor. Support is requested by
residents and link is on the Village website.
The Board thanked Village Staff and the Fire and Ambulance Departments
for all the hard work they’ve been doing and keeping the Village fully
operational throughout the pandemic and most recently during the storm.
Recycling will occur as scheduled tomorrow.

Village Engineer’s Report by Village Engineer Turiano
The Streetscape, Village Hall ADA and Law Park Drainage Basin Projects are all
proceeding and the ADA would go out to bid in September.
Fuel Island: Work is complete and transitioning over to the new system. The
demo of the old site is underway.
DPW Garage: Work is going smoothly.
Shaft 6: Decommissioning and may be converted to a comfort station.

Public Comments
Mr. Roger Battacharia of 16 Holbrook Lane stated there was a lot of activity at
345 Scarborough Road with young people trespassing and it needed to be
addressed.
Mr. Jeb Weisman of 285 Scarborough Road stated there were also property
maintenance issues at 345 Scarborough Road and was a wildfire waiting to
happen.
Mr. Philip Raclyn of 309 Scarborough Road stated the chain link fence at 345
Scarborough Road looked like prison fencing.
The Board requested the owner be contacted to paint the fence to be a good
neighbor and for the property maintenance issues to be looked in to.
Mr. Michael Mezzacappa of 43 Shadowbrook Lane stated the fence was very
distracting and further stated he had concerns with development and the impacts
to the Sparta Brook and its tributaries.
BZone SEQRA
The Board directed Village Counsel to prepare a resolution designating the
Board as Lead Agency for the next meeting.
Annual Village Election Resolutions
Mr. Roger Battacharia of 16 Holbrook Road asked who was running in the
postponed election.
Mayor Vescio explained the same candidates from the March ballot would be on
the postponed ballot and they were Kevin Hunt and Sabine Werner for Village
Trustees.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to approve the following resolution:
ELECTION RESOLUTION FOR POSTPONED ANNUAL VILLAGE ELECTION
2020
BE IT RESOLVED that the Postponed Annual Village Election will be held in the
Village of Briarcliff Manor at the Library and Community Center (1 Library Road)
in said Village on Tuesday, September 15, 2020 between the hours of 6:00am
and 9:00pm during which the polls will be open.
BE IT FURTHER RESOLVED that the polling places for the Village of Briarcliff
Manor, will be designated as follows, the Village’s Single Election District (Town

Voting districts #15, #16, #17, #19, #26, #27 and #29) will vote in the Briarcliff
Manor Library and Community Center (1 Library Road).
ELECTION INSPECTORS FOR POSTPONED ANNUAL VILLAGE ELECTION
2020
BE IT RESOLVED that, Celianne Silverstein, Mary Goldberg and Estelle Kersch
are hereby appointed Inspectors of Election for the postponed March 18, 2020
Village Election to be held on September 15, 2020.
BE IT FURTHER RESOLVED that Celianne Silverstein is hereby designated as
Inspector of Election and Chairperson.
BE IT RESOLVED that Rhonda Alomar, Georgina Gualdino, Lauren Gualdino
and Darlene Casarella are hereby appointed as Alternate Inspectors of Election.
BE IT FURTHER RESOLVED that the compensation for each Inspector of
Election other than the Inspector designated as Chairperson is hereby fixed at
Three Hundred and Fifty ($350) dollars per day or prorated to $22 per hour
worked if necessary.
BE IT FURTHER RESOLVED that the compensation for the Inspector of Election
that is designated as Chairperson shall be Three Hundred Seventy-Five ($375)
dollars per day.
Budget Transfers – FY 2019-2020
The agenda item was tabled to the next meeting.
Tax Certiorari – 345 Scarborough Road
Mr. Roger Battacharia of 16 Holbrook Road asked if there were others pending.
The Board had general discussion regarding tax certioraris and stated they were
looking into the Village regaining a Village Assessor. They requested the market
value for 345 Scarborough Road in 2015.
Adoption of Capital Budget FY 2020-2021
The Board thanked Village Treasurer Nivins for a great job in putting together the
Capital Budget.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to approve the following resolution:

Acceptance of a Donation – Briarcliff Historical Society
The Board thanked the Historical Society for their generous donation and stated
it would be used for additional improvements to the lantern.
Upon motion by Trustee Hunt, seconded by Trustee Midgley, the Board voted
unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees hereby accepts a donation in the
amount of $4,000 from the Briarcliff Manor-Scarborough Historical Society for the
purposes of repair and placement of the WW Law Lantern in Law Park and
amend the 20/21 Budget as proposed below:

voted unanimously to approve the minutes of July 21, 2020.
