Village Board of Trustees Regular Meeting April 20, 2021 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held remotely via Zoom on the 20th of April, 2021 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Edward E. Midgley, Trustee Sabine Werner, Trustee Also Present Philip Zegarelli, Village Manager Dan Pozin, Village Attorney Christine Dennett, Village Clerk Kathryn Nivins, Village Treasurer David Turiano, Village Engineer Pledge of Allegiance Continued Public Hearing Fiscal Year 2021-2022 Tentative Budget Village Manager Zegarelli and Village Treasurer Nivins gave a presentation on the tentative budget for FY2021-2022. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to close the public hearing. Roll Call: Trustee Hunt Aye Trustee Werner Aye Trustee Midgley Aye Deputy Mayor Chatzky Aye Mayor Vescio Aye Continued Public Hearing Chapter 90 “Building Construction and Fire Prevention”, Article III “Unsafe Buildings and Structures”, Article V “Vacant Building Registry” and Chapter 90-12 “Permits required; applications; amendments” 1 Deputy Mayor Chatzky gave a brief synopsis of the proposed amendments. There were no public comments. Upon motion by Trustee Werner, seconded by Trustee Midgley, the Board voted unanimously to adjourn the public hearing to May 4, 2021. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to open the public hearing. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the proposed amendments are referred to the Village of Briarcliff Manor Planning Board for review and comment in accordance with New York State Law and the Village Code and to Westchester County Planning Board and adjacent municipalities in accordance with New York State Law and Westchester County Administrative Code. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to open the public hearing. Please tie up brush.  The BMFD gave tips regarding combustible items. They urged residents to volunteer.  The Library has many virtual programs and curbside pickup available. Visit their website for more information.  There is an opening on the Library Board.  There are several Recreation Programs available. Platform Tennis, a Running Club, Senior Shopping and many more. Sign up for their E-News and visit their site for more information.  Pool and Camp registration and summer hiring has begun.  The Rotary Club meets every Friday.  A petition was received by a number of residents asking for a sewer connection. Staff will look into it. Village Manager’s Report by Village Manager Zegarelli  The Little League parade and Stash the Trash were both very successful events. Village Engineer’s Report by Village Engineer Turiano  The Tuttle Road project will begin May 3rd.  The Village Hall ADA Project will begin on May 11th.  The Streetscape Project (Phase 1) award will be done shortly.  Cross Access Easement Plans are being worked on.  Grants are being investigated for electric car charging stations and for a trail connection from the North County Trailway to the Village. Committee Reports 6 Beautification Committee:  No report. Recreation Advisory Committee:  The Egg Hunt had 96 families participate.  Window Painting was successful and well received.  A Nature Walk is planned at the Kate Kennard Trail on April 25th.  Family game nights and summer concerts planning is underway.  The next meeting will be via zoom on May 12th. Library Board:  No report. Police Outreach Report  No report. Public Comments There were no public comments. Acceptance of Donation The Board thanked the Friends of the Library for their generous donation. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees hereby accepts a donation in the amount of $1,200.00 from the Friends of Briarcliff Manor Public Library, Inc for the purposes of purchasing replacement books. Chapter 90, Article VI, Rapid Entry Systems BE IT RESOLVED that a Public Hearing is hereby scheduled for the May 4, 2021 Board of Trustees meeting at 7:30pm to be held either via in-person meeting, or Zoom Video Conference, depending on the State’s directives about gatherings under NY on Pause to hear and discuss a proposed local law to amend Chapter 90, Article VI, Rapid Entry Systems of the Code of the Village of Briarcliff Manor.
