August 3, 2021

A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor,
New York was held at the William J. Vescio Community Center on the 3rd of
August, 2021 commencing at 7:30 p.m.

Public Hearing – Chapter 220-6 – Special Permit Uses, Solar Farms and
Specialty Warehouses and Amend Chapter 220, Table 3, Permitted
Principal and Accessory Uses (Commercial) and Chapter 220, Table 4,
Permitted Lot Sizes, Setbacks, Height Requirements (Commercial)
Upon motion by Trustee Werner, seconded by Trustee Hunt, the Board voted
unanimously to open the public hearing.

Deputy Mayor Chatzky gave a brief synopsis of the proposed changes.
There were no public comments.

Upon motion by Trustee Werner, seconded by Trustee Midgley, the Board voted
unanimously to adjourn the public hearing to August 17, 2021.

Board of Trustees Announcements
The Library has their hours and programs posted on their website.
Various museum passes are available to borrow.
Candy Olympics is coming up! Contact the Library for information.
Summer Reading on Wednesday’s in the pavilion.
There are several Recreation Programs available. Sign up for their E-
News and visit their site for more information.
The 2021 Day Camp season has concluded. It was very successful.
Battle of the Bags, Corn Hole Tournament will be on August 4th.
A summer concert is scheduled for August 12th.
Pool, Tennis and Pickleball Permits are available.
Community Day is scheduled for September 12th.
BMFD reminds all residents to have an escape plan for emergencies and
encouraged all to consider volunteering and join the Department.
Village Manager’s Report by Village Manager Zegarelli
The Route 100C bridge was taken down over the weekend and a new
traffic pattern is in place.
Leftover valet keys are being held at Village Hall.
DPW roadside tree trimming is underway.
The Scarborough Station pipe replacement project is going well.
The first round of ARPA funds have been received.
The Annual Audit was conducted last week and went well.
The cell tree will be going vertical soon.
Police Outreach Report
No report.
Village Engineer’s Report
The Tuttle Road project will be entering Phase 3 with new traffic patterns
and some temporary road closures.
The ADA project is going well.

Streetscape Phase One is set to begin September 1st and will take
approximately 45 days. Phases Two and Three have grant opportunities
that are being worked on.
715 Sleepy Hollow Road is a 31 lot subdivision in the Town of Mount
Pleasant. The Village is an Involved Agency and will supply water and
sewer to the homes.
The Vacant Building Registry has already received some revenue.
The Village has a number of private hydrants that need to be flow tested.
Committee Reports
Beautification Committee:
No report.
Recreation Advisory Committee:
DPW did a great job clearing the site for the potential Dog Park location.
The Committee would like to present at the next work session.
A proposal was received for the redesign of the Youth Center which could
tie in to the Streetscape and trail projects.
Brad Manganello is stepping down from the Committee after two terms.
Thanks to him for his service to the Village.
Library Board:
No report.
Public Comments
There were no public comments.
Acceptance of Donation
The Board thanked the donors for their generosity.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees hereby accepts a donation in the
amount of $300.00 from Westchester Burger Food Truck Inc and $40.00 from
Bill’s Good Humor for Village Trails. In addition, the Recreation Advisory
Committee was able to fund raise $882.00 for the same cause:

hear and discuss a proposed local law to repeal Chapter 77, Amusement
Devices of the Code of the Village of Briarcliff Manor.
C. CHAPTER 190-13, SUBDIVISION OF LAND, REQUIRED
IMPROVEMENTS AND AGREEMENTS
BE IT RESOLVED that a Public Hearing is hereby scheduled for the August

unanimously to adjourn the Regular Meeting at 8:45pm and go into an Executive
Session to seek advice of Counsel.
