Regular Meeting
December 21, 2021
7:30 p.m.
A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor,
New York was held via zoom on the 21st of December, 2021 commencing at 7:30
p.m.

Board of Trustees Announcements
Santa’s Express made its way through the Village over the weekend.
Special thanks to all involved.
The Ice Rink is returning this year.
The BMFD offered tips for a healthy and safe holiday season.
A push for the Route 9A corridor safety will resume shortly.
Thanks to all Board Members, Staff and engaged residents for the hard
work done during 2021. Looking forward to 2022!
Village Manager’s Report by Village Manager Ringel
Village Hall will be closed on December 23, 24 and 31st.
There is a shift in the garbage schedule.
The PBA joint gift collection with Sleepy Hollow PBA was a big success.
Village Taxes are due by January 3, 2022.
Leaf pickup continues throughout the Village.
The Library meet and greet went well.

Village Engineer’s Report
The Recreation Office hardening and remediation work has begun.
The ADA project is nearly complete and railings are being installed.
Cross Access Easements will be on the Capital Budget.
Mobility Enhancement Project will have another work session in January
to address comments received.
Committee Reports
Library Board:
Check the website for upcoming programs.
There is a quilt creation display in the Library for the public to view.
Recreation Advisory Committee:
The Winter Photo Challenge is through February 3rd.
Ice Skating permits are on sale.
The next meeting is scheduled for Thursday January 13th at 7PM.
Beautification Committee:
No report.
Public Comments
Ms. Larisa Paulmeno of Tuttle Road thanked the Board for the Tuttle Road
rehabilitation project.
Authorize Village Manager to Execute an Agreement: Welby, Brady &
Greenblatt, LLP
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to
execute a retainer agreement with Welby, Brady and Greenblatt, LLP for
Services as set forth in the agreement.

Authorize Village Manager to Execute an Agreement: Philip M. Platz Esq.,
IAO
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to
execute a retainer agreement with Philip M. Platz Esq., IAO for Assessment
Consulting Services as set forth in the agreement from January 1, 2022 through
December 31, 2022 at the rate of $90 per hour billed in 15 minute increments.

Adoption of Surplus Property Policy
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Board of Trustees hereby adopts the following
Surplus Property Policy for the Village of Briarcliff Manor subject to non-material
changes:
1. Purpose
1.1 To set forth guidelines for the disposal of surplus property.
2. Policy
2.0 The Village Manager is authorized to declare as surplus items of
scrap metal and other materials, used equipment, motor vehicles, and other
property items, provided such items have been certified in writing by the
responsible department head as of no further use or need to the Village. The
department head shall estimate the value of such items.
3. Procedure

3.1 For surplus items having a value of not more than $5,000, the
Manager may utilize a method of disposal that is in the Village's best interests,
including outright sale, public bid, or auction.
3.2 Any items declared as surplus and estimated to be of value greater
than $5,000 shall only be disposed of after sealed bids or a public auction has
occurred and the Board of Trustees has approved the sale by resolution.

Declaration of Surplus of Village Owned Vehicle
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees does hereby declare the Village
owned vehicle listed below as surplus and further authorizes the sale pursuant to
a public bid.

Schedule a Public Hearing to Amend Chapter 38, Village Manager
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to approve the following resolution:

BE IT RESOLVED that a Public Hearing is hereby scheduled for the January
4, 2022 Board of Trustees meeting at 7:30pm to be held either in-person
meeting at the William J. Vescio Community Center located at 1 Library Road,
Briarcliff Manor, New York or Zoom Video Conference, depending on the State’s
directives about gatherings to hear and discuss a proposed local law to amend
Chapter 38, Village Manager of the Code of the Village of Briarcliff Manor.

Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to approve the minutes of December 7, 2021 as amended.
Adjournment
The Board wished a Happy Birthday to several staff members including Georgina
Gualdino, Dan Curtis, Charlie Valt, Amy Kaplan, Mayor Vescio’s wife Jessica,
former Mayor Bill Vescio, Deputy Mayor Chatzky and Trustee Midgley.
Upon motion by Trustee Werner, seconded by Deputy Mayor Chatzky, the Board
voted unanimously to adjourn the Regular Meeting at 8:03pm to go into an
Executive Session to discuss contractual and litigation matters and stated they
would adjourn immediately thereafter.
