Regular Meeting
July 19, 2022
7:30 p.m.
A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor,
New York was held at the William J. Vescio Community Center on the 19th of
July, 2022 commencing at 7:30 p.m.

Continued Public Hearing Special Use Permit Application for Yeshivath
Viznitz , 235 Elm Road
Mr. Dan Patrick, Attorney for the Applicant, gave a brief update and status of
their supplemental submission. He requested the Board adjourn the hearing to
the first meeting of September.
Mr. Keith Austin of 55 Hawthorn Place stated his property abutted the applicants
and that there was no mention of faculty housing in the application. He further
stated there was an existing violation on the property and it should be remedied
before any action is taken.
Mr. Frank Janos of 1 Berkley Court stated the owner and applicant were two
different entities but had the same EIN number on their tax exempt application.
He stated their application to the Assessor was filed poorly and misrepresented a
number of items.

The Board stated that application was handled by the Town Assessor and the
assessment process for the Village was an ongoing concern the Board was
working to address.
Village Attorney’s Subin and Barshov requested Mr. Janos give a copy of the
documents he was referring to in his comments to the Village.
Ms. Rhonda Bittle of N. State Road stated most of the applicant’s responses to
questions had been vague.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board
voted unanimously to adjourn the public hearing to September 6, 2022.
Continued Public Hearing to Amend Chapter 207, Vehicle and Traffic
Deputy Mayor Chatzky gave a brief summary of the proposed changes and
stated he’d like to reformat the document.
There were no public comments.
Upon motion by Trustee Midgley, seconded by Trustee Hunt, the Board voted
unanimously to adjourn the public hearing to August 16, 2022.
Public Hearing to Amend Chapter 81, Animals
Deputy Mayor Chatzky explained the proposed changes and stated it would be
more consistent with what is in practice and more protective of animals.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board
voted unanimously to open the public hearing.
There were no public comments.
Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board
voted unanimously to adjourn the public hearing to August 16, 2022.
Board of Trustees Announcements
The Fire Department offered tips for Emergency Vehicle Response safety.
Former Briarcliff Manor resident, Cameron Young came in 2nd Place at the
British Open. The Village commends him and wishes him the best.
The Board is seeking volunteers for the ARAC, ESAC and HAC. Send
resumes and letters of interest to BOT@briarcliffmanor.org.
Condolences to the family of resident Tony DeNardis who owned
Spaccarelli’s.

Village Manager’s Report
There have been a number of HVAC issues at various Village facilities.
Parts are being ordered but are delayed.
A test phone call was done through NIXLE. Be sure to add your number if
you want to receive them or opt out if you don’t.
Beat the Heat! Free admission to residents at the pool this Friday.
Be aware of heat exhaustion symptoms and please treat them seriously.
New traffic safety devices are being programmed and will be placed
throughout the Village.
Village Engineer’s Report
The DEC likes the dog park location and has requested some
amendments to the permit application.
Committee Reports
Library Board:
Visit their website for program information.
Recreation Advisory Committee:
Family Bingo night was fun and had some great prizes. Special thanks to
Trustee Hunt for his gift card donation.
Upcoming Chamber Concert dates: 7/21, 7/28 and 8/4.
The Swim and Dive team is doing extremely well this season.
Specialty Camps are available for August.
Save the date for:
o Trivia Night 8/11.
o Community Day 9/10.
o Corn Hole Tournament 9/16.
Beautification Committee:

Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED that the Board of Trustees does hereby amend the Master
Fee Schedule for the Village of Briarcliff Manor as follows effective immediately:
