Village Board of Trustees Regular Meeting August 16, 2022 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held at the William J. Vescio Community Center on the 16th of August, 2022 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Rhea Mallett, Trustee Edward E. Midgley, Trustee Also Present Josh Ringel, Village Manager Christine Dennett, Village Clerk David Turiano, Village Engineer Josh Subin, Village Attorney Absent Pledge of Allegiance Continued Public Hearing to Amend Chapter 207, Vehicle and Traffic Deputy Mayor Chatzky explained the proposed changes. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to adjourn the public hearing to September 6, 2022. Continued Public Hearing to Amend Chapter 81, Animals Deputy Mayor Chatzky explained the proposed changes. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to adjourn the public hearing to September 6, 2022. Board of Trustees Announcements  The Fire Department gave tips for home sprinkler system maintenance.  The Board commended several members of the Police Department including Detective Chavez, PO Casey, PO Oliveira and PO Wilkinson, for 1 recent positive public feedback and/or heroic efforts and thanked the Chief, Lieutenant and Sergeants for setting a good example.  Best wishes to Assistant Fire Chief Arie Uyterlinde for a speedy recovery. Village Manager’s Report  Officer Greg Campus retired after 16 years of service to the Village.  Traffic Safety Devices have been installed in the Village.  The lettering on Village Hall was installed.  Congratulations to Karen Kuzio for her promotion to Assistant Superintendent of Recreation. Village Engineer’s Report  Mobility Enhancement Project test pits are being done in the Central Business District.  Work continues on obtaining the DEC permit for the trail and dog park.  An interim parking plan is being developed for 1050 Pleasantville Road.  Cross Access Easement paperwork is being worked on with the property owners.  The N. State Road transite pipe bid will be done in the Fall. Committee Reports Library Board:  Visit their website for program information. Recreation Advisory Committee:  Save the date for: o Poolside Acoustics o Friday Floaties o Trivia Night 8/30. o Community Day 9/10. o Corn Hole Tournament 9/16. o Window Painting 10/1 o New Neighbor Network some time in October. Beautification Committee:  No report. Public Comments There were no public comments. Schedule Public Hearing to Create a New Chapter 47, Public Meetings 2 Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that a Public Hearing is hereby scheduled for the September 6, 2022 Board of Trustees meeting at 7:30pm at the William J. Vescio Community Center located at 1 Library Road, Briarcliff Manor, New York to hear and discuss a proposed local law to Create a New Chapter 47, Public Meetings. Award of Bid – Annual Paving Project The item was tabled to the next agenda. Authorize Village Manager to Execute a Memorandum of Agreement with the CSEA Upon motion by Trustee Mallett, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, the Board of Trustees hereby ratifies and approves the terms of the memorandum of agreement with the CSEA and authorizes the Village Manager to implement its terms. Upon motion by Trustee Hunt, seconded by Trustee Mallett, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approve the membership of Dominick DiMartino to the Scarborough Engine Company. Minutes Upon motion by Trustee Hunt, seconded by Trustee Midgley, the Board voted unanimously to approve the minutes of August 2, 2022. Adjournment Upon motion by Trustee Mallett, seconded by Deputy Mayor Chatzky, the Board voted unanimously to adjourn the regular meeting at 8:32pm. Board of Police Commissioners Meeting Upon motion by Deputy Mayor Chatzky/Deputy Chairman, seconded by Trustee/Commissioner Mallett, the Board voted unanimously reconvene as the Board of Trustees in their capacity as the Board Police Commissioners at 8:37pm. 4 Upon motion by Deputy Mayor Chatzky/Deputy Chairman, seconded by Trustee/Commissioner Hunt, the Board voted unanimously to approve the following resolution: RESOLVED, that the Board of Trustees/Board of Police Commissioners of the Village of Briarcliff Manor hereby authorizes the suspension without pay of employee no. 1528 following the service upon the employee of disciplinary charges, pending the final determination of those charges.
