Village Board of Trustees Regular Meeting June 20, 2023 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held at the William J. Vescio Community Center on the 20th of June, 2023 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Rhea Mallett, Trustee Edward E. Midgley, Trustee Also Present Christine Dennett, Village Clerk Josh Subin, Village Attorney Jeffrey Gaspar, Village Engineer Absent Josh Ringel, Village Manager Pledge of Allegiance Continued Public Hearing Special Use Permit Request – IPPsolar Integration LLC, Chilmark Shopping Center, 1856 Pleasantville Road There were technical difficulties and the applicant requested an adjournment. There were no public comments. Upon motion by Trustee Hunt, seconded by Trustee Mallett, the Board voted unanimously to adjourn the public hearing to July 25, 2023. Continued Public Hearing Special Use Permit Request – 333 South Highland LLC, Skae Power Solutions, 333 South Highland Avenue Mr. George Pommer, Engineer for the Applicant, reviewed the application and stated a site walk was held with the Board and Fire Department. Mr. Wayne Edwards of 22 Briarbrook Drive stated he reviewed the application and had noise concerns and requested a sound wall be added. He submitted a video of the sound produced by the generator during a monthly test. He further stated the State was pushing towards clean energy and asked if the grid could handle this additional capacity. He noted requirements under Chapter 220-6, m (3) hadn’t been fulfilled and needed to under SEQR. He stated the applicant should provide alternatives. 1 Mr. George Pommer stated an email was submitted by Con Edison verifying the power availability. He stated the generator had the highest EPA standards and could alternatively be run on biofuel. The Board stated the applicant could submit to the Planning Board and discussed potential conditions of approval. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board voted unanimously to adjourn the public hearing to July 25, 2023. Continued Public Hearing to Amend Chapter 207-6, Vehicles and Traffic, Maximum Speed Limit (School Zone) Deputy Mayor Chatzky gave a brief explanation of the proposed changes. Mr. Kevin Bradley of 507 Pleasantville Road stated he witnessed cars blowing by buses and speeding in the vicinity of the High School. The Board had general discussion regarding the proposed law and asked for DTS Provident to review it and provide feedback. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to adjourn the public hearing to July 11, 2023. Public Hearing to Amend Chapter 195 of the Village Code to Increase the Income Limits for Real Property Tax Exemptions Available to Senior Citizens Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to open the public hearing. Deputy Mayor Chatzky gave a brief explanation of the proposed local law. There were no public comments. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to adjourn the public hearing to July 11, 2023. Board of Trustees Announcements • The Fire Department offered storm safety tips and encouraged residents to join the Department. • Camp begins on Monday. • The pool is open and permits are on sale. • Swim lessons are offered. • A Route 9A Safety Corridor Workshop will be held on June 21st. Village Engineer’s Report • 1050 Pleasantville Road Paving Project is almost complete. • N. State Road Water Main Project is nearing completion. • Law Park Drainage and River Road Projects will be out to bid soon. • A fencing bid will be done for the water supply stations. • Comments for the Meadows at Briarcliff DEIS were sent in. 2 The Board requested an outline for the Streetscape Project. Committee Reports • EAC and SAC meet monthly and the meetings are open to the public. • The next Climate Smart Committee meeting is scheduled for July 12th. Public Comments Mr. Charles Blowe of 14 Colby Lane stated the files on the Village website are very organized. He further stated the Mayor has been a tireless advocate for safety improvements to Route 9A and asked if the future workshop dates had been scheduled. The Board encouraged residents to attend the Route 9A workshop and stated they would not be recorded. Minutes Upon motion by Trustee Midgley, seconded by Trustee Hunt, with one abstention by Mayor Vescio the Board voted to approve the minutes of the June 6, 2023 regular meeting.
