Village Board of Trustees Regular Meeting January 16, 2024 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held at the William J. Vescio Community Center on the 16th of January, 2024 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Rhea Mallett, Trustee Malcolm Netburn, Trustee Also Present Christine Dennett, Village Clerk/Acting Village Manager Jeffrey Gaspar, Village Engineer Joshua Subin, Village Attorney Absent Josh Ringel, Village Manager Pledge of Allegiance Continued Public Hearing to Amend Chapter 207, Vehicles and Traffic, Articles: VII Snow Emergencies, VIII Storage and Retrieval of Vehicles and IX Miscellaneous Provisions Deputy Mayor Chatzky gave a brief synopsis of the proposed changes. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to adjourn the public hearing to February 6, 2024. Board of Trustees Announcements  The ice rink is not open. Updates will be posted on the website.  The Fire Department offered tips for wood burning safety and encouraged residents to volunteer and join the department.  Recreation program information is available on the website.  Upcoming dates: o Spring registration begins March 11th o Camp registration is March 20th. o Egg Hunt March 23rd. o Earth Day April 21st.  Congratulations to Kevin Hunt, Rhea Mallett and Malcolm Netburn for their People’s Caucus nominations.  The Board thanked the resident group that did a presentation on the paddle tennis courts. Village Manager’s Report  The Village welcomes Kelly Vasta who recently started in the Recreation Department.  DPW has been out since 10pm last night salting and making sure the roads are safe. Recycling is still on schedule for pickup tomorrow. Village Engineer’s Report  Taco Bell is open.  Morrell is working on finalizing their opening.  1123/1133 is progressing quickly.  The fence RFP will be sent out soon. Public Comments There were no public comments. Quarterly Financial Report FY 23-24 Village Treasurer Nivins gave the Board an update on the Village finances. The Board thanked Treasurer Nivins for her thorough report. Upon motion by Trustee Netburn, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the Board of Trustees does hereby accept the submitted financial report for the period (June 1, 2023 through January 11, 2024) and authorizes all provided budget transfers and accepts all donations provided within the report. Award of Bid - Fire Hydrant Purchase The agenda item was tabled to a future meeting Award of Bid - Tri-Village Labor Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: WHEREAS the Village received 3 bids for the Tri-Village Chlorination Labor Project (VM- 2223-9F); and NOW, THEREFORE, BE IT RESOLVED that the bid for the Tri-Village Chlorination Labor Project (VM-2223-9F) is hereby awarded to Empire Core Group, LLC per their bid of $205,000 of which the Village of Briarcliff Manor portion is $84,870. BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute a contract with Empire Core Group, LLC for said project and these costs shall be split between the Villages of Briarcliff Manor, Sleepy Hollow and Tarrytown as follows, consistent with past projects and agreements: Village of Briarcliff Manor – 41.4% Village of Sleepy Hollow – 24.8% Village Tarrytown – 33.8% Roll Call: Trustee Hunt Aye Trustee Mallett Aye Trustee Netburn Aye Deputy Mayor Chatzky Aye Mayor Vescio Aye Schedule Public Hearings: Amend Chapter 195, Taxation Deputy Mayor Chatzky gave a brief synopsis of the proposed changes. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that a Public Hearing is hereby scheduled for the February 6, 2024 Board of Trustees meeting at 7:30pm at the William J. Vescio Community Center located at 1 Library Road, Briarcliff Manor, New York to hear and discuss a proposed local law to amend Chapter 195, Taxation. Add a New Chapter 195, Taxation, Article VIII, Volunteer Firefighters and Ambulance Worker Exemption Deputy Mayor Chatzky gave a brief synopsis of the proposed changes. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution as amended: BE IT RESOLVED that a Public Hearing is hereby scheduled for the February 6, 2024 Board of Trustees meeting at 7:30pm at the William J. Vescio Community Center located at 1 Library Road, Briarcliff Manor, New York to hear and discuss a proposed local law to add a new Chapter 195, Taxation, Article VIII, Volunteer Firefighters and Ambulance Worker Exemption. Upon motion by Trustee Hunt, seconded by Trustee Mallett, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Adam S. Cohen to the Briarcliff Fire Company. BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Scott Earl Reed to the Briarcliff Fire Company. BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the under 18 membership of Luke H. Fuller to the Briarcliff Fire Company. Minutes Upon motion by Trustee Hunt, seconded by Trustee Mallett, the Board voted unanimously to approve the minutes of the January 2, 2024 regular meeting.
