A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor,
New York was held at the William J. Vescio Community Center on the 15th of
April, 2025 commencing at 7:30 p.m.

Continued Public Hearings:
Fiscal Year 2025-2026 Tentative Budget
Village Manager Ringel and Village Treasurer Nivins gave a brief overview of the
proposed General Fund revenue and expenses, Water Fund, Library Fund, Debt
Service and Capital Budget for FY2025-2026 and stated they were able to find
additional savings in the amount of $118,637.
The Board stated they were maintaining the quality of life for the residents
without making drastic cuts to services and many of the budget items were fixed
items, out of their control. They further stated they were continuing to find ways
to generate non-tax revenues and seeking grant funding whenever possible.
Upon motion by Trustee Mallett, seconded by Trustee Netburn, the Board voted
unanimously to close the public hearing.
Property Tax Levy in Excess of the Limit Established in General Municipal
Law §3-c

Mayor Vescio stated it was a good practice to adopt the proposed law in the
event there was an error in the budget by even a nominal amount as a
precaution regardless of whether the budget was in excess of the allowable tax
growth.
Upon motion by Trustee Netburn, seconded by Trustee Mallett, the Board voted
unanimously to close the public hearing.
Upon motion by Trustee Mallett, seconded by Trustee Netburn, the Board voted
unanimously to approve the following resolution:
BE IT RESOLVED that the proposed local law authorizing a property tax levy in
excess of the limit established in General Municipal Law §3-c is hereby adopted.

Village Treasurer Nivins gave an overview of the report.
The Board thanked the Treasurer for her very detailed report.
Upon motion by Trustee Mallett, seconded by Trustee Netburn, the Board voted
unanimously to approve the following resolution:
BE IT RESOLVED that the Board of Trustees does hereby accept the submitted
financial report for the period (October 1, 2024 through February 28, 2025) and
authorizes all provided budget transfers and accepts all donations provided
within the report.

Continued Public Scoping Session and Public Hearing for Draft Scope

Ms. Kristen Motel, Attorney for the Applicant, gave a brief overview of the project.
Village Planning Consultant Sarah Yackel gave an overview of the process and
next steps and stated public comment would remain open for 10 days until April
26th.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board
voted unanimously to close the public hearing/scoping session.
Board of Trustees Announcements
Call for Volunteers. Anyone interested should submit a resume and letter
of interest through the website or to BOT@briarcliffmanor.gov.
The Village is hiring summer employees for Recreation.
Program information for Recreation is available on the website.
The Earth Day Celebration is scheduled for April 27th.
The Fire Department is hosting an Open House for Recruit NY on April
27th which seamlessly ties in the Earth Day event timing.
The Club and the Atria are both hosting Egg Hunts on April 19th.
Tours are being offered for the Congregational Church Tiffany Stained
Glass windows. Contact the church for information.
Village Manager’s Report
The 25mph reduced neighborhood speed limit goes into effect on May
27th.
Hydrant flushing is underway. A map is posted with estimated dates.

Adoption of Operating Budget for Fiscal Year 2025-2026
Upon motion by Trustee Netburn, seconded by Trustee Mallett, the Board voted
unanimously to approve the following resolution:
A RESOLUTION ADOPTING A BUDGET FOR THE FISCAL YEAR COMMENCING
JUNE 1, 2025 AND ENDING MAY 31, 2026
WHEREAS, the Board of Trustees has met at the time and place specified in the notice
of public hearing on the tentative budget and heard all persons desiring to be heard
thereon; now, therefore be it
RESOLVED, that the tentative budget as amended and revised and as hereinafter set
forth is hereby adopted and that there be and is hereby appropriated for the objects and

purposes specified, including the amounts set forth required for the payment of principal
and interest on indebtedness, the following amounts:

2025-2026 TAX LEVY AND WARRANT
WHEREAS, the budget for the fiscal year commencing June 1, 2025, has been
duly adopted and filed with the Village Clerk; and
WHEREAS, it has been thereby determined that the sum of $23,945,922.00 will
be necessary to meet the obligations of the Village; and
WHEREAS, there has been duly credited as against said sum estimated
revenues and appropriated fund balance aggregating $7,362,018.00 leaving
$16,583,904.00 to be raised by the levying of taxes; and
WHEREAS, it appears from the Assessment Roll of the year 2024 for taxes for
the fiscal year June 1, 2025 that the total assessed valuation of real property in
the Village is $2,683,279,331 with $2,451,489,705 in the Town of Ossining
portion of the Village and $231,789,626 in the Town of Mt. Pleasant* portion of
the Village and said Assessment Rolls having been duly confirmed;
WHEREAS, the total transfers into the Library Fund from the General Fund is
$815,815.

NOW THEREFORE BE IT RESOLVED, that the tax rate for the Village of
Briarcliff Manor for the fiscal year commencing June 1, 2025 be and the same
hereby is fixed at the rate of $6.180461 on each $1,000 of assessed valuation for
properties in the Village of Briarcliff Manor located in the Town of Ossining and
$577.613203 on each $1,000 of assessed valuation for properties in the Village
of Briarcliff Manor located in the Town of Mt. Pleasant.
FURTHER RESOLVED, that the sum of $16,583,904 the same being taxes for
the fiscal year commencing June 1, 2025 be, and the same hereby is, levied
upon the taxable property in the Village of Briarcliff Manor and that the Treasurer
be and she hereby is authorized and directed to extend and carry out upon the
roll the amount to be collected from each of the persons named thereon, and the
respective amounts of said tax roll against each such parcel of taxable property
set forth thereon be and the same hereby are levied upon each parcel of taxable
property respectively which said levy includes items shown on the budget for the
fiscal year commencing June 1, 2025 theretofore adopted.
BE IT FURTHER RESOLVED, that the Board of Trustees does hereby authorize
and direct the Village Treasurer to place the delinquent water arrears on the tax
roll for fiscal year 2025-2026.

Adoption of Capital Budget for Fiscal Year 2025-2026
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees does hereby adopt the Capital
Budget for Fiscal Year 2025-2026 in the amount of $8,284,763 as follows:

Chilmark Park Multigenerational Playground Presentation and Grant
Submission
Village Manager Ringel and Superintendent of Recreation Dana Durso gave a
presentation on the vision for the playground and stated it was meant to be
inclusive for all generations and needs.
Upon motion by Trustee Netburn, seconded by Trustee Mallett, the Board voted
unanimously to approve the following resolution:
WHEREAS the Village of Briarcliff Manor hereby requests financial assistance
from the Municipal Parks and Recreation Grant Program, funded by the Clean
Water, Clean Air and Green Jobs Environmental Bond Act of 2022; and
WHEREAS the Village of Briarcliff Manor certifies that it has identified up to
$80,000 in matching funds from the Village’s capital bonded funds for the
matching share of 10% of total project cost.
NOW THEREFORE BE IT RESOLVED that the Board of Trustees of the Village
of Briarcliff Manor hereby authorizes Joshua Ringel, Village Manager, and
Christine Dennett, Assistant Village Manager, to act on its behalf to submit an
application for a grant in an amount not to exceed $800,000 for the Chilmark
Park Multigenerational Playground project.
Fire Department Membership
The Board thanked the new member for volunteering.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby approves the membership of Ian Carmany to the Briarcliff Manor Fire
Department.
Schedule a Public Hearing to Amend Chapter 220-10, Affordable Housing
Upon motion by Trustee Netburn, seconded by Trustee Mallett, the Board voted
unanimously to approve the following resolution:
BE IT RESOLVED that a Public Hearing is hereby scheduled for the May 6,
2025 Board of Trustees meeting at 7:30pm at the William J. Vescio
Community Center located at 1 Library Road, Briarcliff Manor, New York to
hear and discuss a proposed local law to amend Chapter 220-10, Affordable
Housing.

voted unanimously to approve the minutes of March 25, 2025 Regular Meeting.
Adjournment
Upon motion by Trustee Netburn, seconded by Deputy Mayor Chatzky, the
Board voted unanimously to adjourn the Regular Meeting at 10:24pm.
