A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor,
New York was held at the William J. Vescio Community Center on the 2nd of
December, 2025 commencing at 7:30 p.m.

Continued Public Hearing Amend Chapter 186-7, Streets and Sidewalks,
Protection of Existing Facilities
The Board had general discussion regarding the draft.
There was no public comment.
Upon motion by Trustee Netburn, seconded by Deputy Mayor Chatzky, the
Board voted unanimously to close the public hearing.
Upon motion by Mayor Vescio, seconded by Deputy Mayor Chatzky, the Board
voted unanimously to approve the following resolution:
SEQR NEGATIVE DECLARATION
AMENDEMNTS TO VILLAGE CODE CHAPTER 186-7
WHEREAS, the Board of Trustees of the Village of Briarcliff Manor,
Westchester County, New York, is proposing minor text
amendments/clarifications to Village Code Chapter 186-7 Streets and
Sidewalks related to the requirements for abandoned facilities in the
Village’s public streets and sidewalks (the “Proposed Action”); and

WHEREAS, pursuant to 6 NYCRR Part 617 (“SEQR”) the Project is
classified as an Unlisted Action; and
WHEREAS, the Board of Trustees of the Village of Briarcliff Manor have
conducted an Uncoordinated Review of the Proposed Action under SEQR
and is the Lead Agency for the SEQR review of this Unlisted Action; and
WHEREAS, the Board of Trustees of the Village of Briarcliff Manor
reviewed a Short Environmental Assessment Form (Short EAF) Parts 1, 2 and 3
dated August 18, 2025.
NOW THEREFORE BE IT RESOLVED, that pursuant to 6 NYCRR
Part 617, State Environmental Quality Review, the Board of Trustees of the
Village of Briarcliff Manor hereby confirms its Lead Agency designation for
the SEQR Review of the Proposed Action.
BE IT FURTHER RESOLVED, that pursuant to Part 617 of the
implementing regulations pertaining to Article 8 (State Environmental Quality
Review Act) of the Environmental Conservation Law, the Lead Agency has
determined that the Proposed Action will not have a significant adverse
effect on the environment for the reasons enumerated in the attached
Negative Declaration Form (Short EAF Part 3).
BE IT FINALLY RESOLVED that this SEQR Negative Declaration
resolution shall have an effective date of December 2, 2025.
LOCAL LAW ADOPTION
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby adopts Local Law No. 8 of 2025, entitled “A Local Law to Amend Chapter
186-7. Streets and Sidewalks, Protection of Existing Facilities, of the Code of the
Village of Briarcliff Manor.”
Continued Public Hearing Amend Chapter 220-2, Definitions and 220-10,
Affordable Housing
The Board had general discussion regarding the draft and stated they were
awaiting further comments from the County.
There was no public comment.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board
voted unanimously to adjourn the public hearing to December 16, 2025.

Continued Public Hearing for a Local Law to Establish Chapter 220-21.C
Downtown Adjacent Planned Unit Development Districts “PUD”
Deputy Mayor Chatzky gave an overview of the proposed legislation.
Village Planning Consultant, Sarah Yackel reviewed the concept plan.
The Board had general discussion regarding a potential five-year review
requirement, notification provisions and changing the building height calculations.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Netburn, the
Board voted unanimously to adjourn the public hearing to January 6, 2026.
Continued Public Hearing - 235 Elm Road – Rose Enterprises Group, Inc.
Renaissance Briarcliff Manor–Preliminary Planned Unit Development
approval (“Preliminary PUD Approval”) pursuant to the proposed §220-21.C
of the proposed draft legislation
Mr. David Steinmetz, Attorney for the applicant, gave an overview of the project.
Mr. Diego Villareale, Engineer representing the applicant reviewed the site plan.
Mr. Stuart Lachs, Architect representing the applicant, gave a summary of the
renderings and proposed landscaping and stated a comprehensive package with
the updates discussed would be provided with their next submission.
Mr. Leonard Glickman, Applicant, stated landscaping was an aesthetic tool as
well as screening.
Mr. Lachs reviewed the condition of Dow Hall.
Mayor Vescio asked if a portion could be preserved for the amenity building.
Mr. Glickman stated they were waiting for the engineering report which would
give further information on Dow Hall.
Mr. Villareale stated they made an error in the school data analysis and they use
the wrong multiplier and far less school age children would be generated than
their original report.
Village Manager Ringel stated the Village met with the School Superintendent
and Staff and they confirmed the District could accept new students well above
what was being projected and welcomed the growth. They stated if the school
didn’t grow, some programs were in danger of not occurring.
Mr. Keith Austin of 55 Hawthorn Place stated he appreciated the screening
proposed but worried about maintenance. He asked if the buildings could be

reduced to three units to mitigate the visual impact. He stated he wanted to see
the project move forward.
Mr. Gerald Carrafiello of 71 Tuttle Road stated the proposal was the correct use
for the property and he was glad they were staying mostly within the developed
area. He further stated he wanted Tuttle Road to remain beautiful and large
families were a thing of the past.
Mr. Fred Harrison of 121 Frame Road encouraged the Board to approve the
project and it would benefit both the Village and the School.
Mr. Victor Grund of 73 Hawthorn Place stated the project would fit well into the
community but did have some concerns about the screening and the necessity of
the walking trail.
Ms. Marta Burachok of 106 Tuttle Road stated the property had been dormant for
10 years and should be developed. She asked if the traffic pattern and impacts
had been studied. She stated most people would drive and not walk from the
property and asked the path access on Tuttle Road be removed.
Mr. Arthur Baer of 427 Sleepy Hollow Road stated the project was terrific and a
larger youth population was needed in the Village. He stated this was an
opportunity for growth.
Dr. Amy Karpati, Chair of the EAC, stated she looked forward to reviewing the
landscaping plan and wanted to collaborate.
Mr. Xiannian Wu of 22 Cedar Drive stated the numbers for school data were pre-
covid and if older people vacate their homes to move into the development that
would mean families would move into the now vacant single-family homes
increasing the school children.
Mr. Steinmetz asked the Board to consider closing the public hearing and declare
themselves lead agency.
The Board stated it was too early in the process to close the hearing.
Village Consultant Yackel stated the 30-day period had lapsed for lead agency
and no formal resolution was needed.
The Board affirmed themselves as lead agency.
Trustee Mallett suggested a view shed analysis, structural report for Dow Hall
and a traffic analysis be submitted.
Mayor Vescio requested a site visit be scheduled.

A resident from 166 Cedar Drive stated he had concerns with the school district
impacts and asked for the Superintendent to attend a meeting to explain.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Netburn, the
Board voted unanimously to adjourn the public hearing to January 6, 2026.
Public Hearing to Add Chapter 46, Procurement Using Best Value
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board
voted unanimously to open the public hearing.
Village Manager Ringel explained the proposed legislation and stated some
language needed to be clarified.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board
voted unanimously to adjourn the public hearing to December 16, 2025.
Board of Trustees Announcements
Letters to Santa accepted until December 15th.
Holiday Sing-a-long and bonfire on December 7th.
The SAC is hosting a holiday decorations swap.
Join the Fire and Ambulance Departments and gave tips on space heater
safety.
Village Manager’s Report
EV Chargers are being installed at Village Hall and will completed by
December 12th. The rate is being determined.
Committee Report
The Comprehensive Plan draft will be available soon.
Public Comments
Ms. Jenny Sendek of Hirst Road stated there was a proposed development on
the border of the Village that would destroy the area. She stated she hoped the
Board could stop it.
Mayor Vescio stated the project was outside of the Village and not before this
Board.
Trustee Mallett noted there were Village trails in the area.
Ms. Fleder of 773 Sleepy Hollow Road stated the development would denude
Pocantico Park and would remove screening and destroy the steep slopes.
Dr. Amy Karpati stated the developer was requesting water from the Village and
asked the Board to carefully consider before providing it to them. She stated

climate change could impact water levels and there would also be impacts to
wildlife and the environment in the Village.
1030/1050 Pleasantville Road, Briarhouse, LLC “Briarhouse” Zoning Text
Amendment – Lead Agency Designation, Schedule Public Hearing for
Chapter 220-21.B Strategic Property Redevelopment Floating Zone and
Referral to the Village and County Planning Boards
Village Planning Consultant Yackel gave an overview and noted lead agency
would be documented in the resolution.
Upon motion by Trustee Netburn, seconded by Trustee Hunt, the Board voted
unanimously to approve the following resolution:

REDEVELOPMENT FLOATING ZONE ZONING AMENDMENT AND CONCEPT
PLAN APPROVAL 1030/1050 PLEASANTVILLE ROAD, BRIARCLIFF
MANOR, NY – BRIARHOUSE & VILLAGE JUSTICE CENTER – PLANNING
BOARD REFERRAL AND SCHEDULING OF PUBLIC HEARING
Project Title: Briarhouse & Village Justice Center
Project Location: 1030/1050 Pleasantville Road, Village of Briarcliff Manor,
Westchester County, New York
Project Description: Briarhouse, LLC (the “Applicant”) has entered into a land
development agreement (“LDA”) with the Briarcliff Manor Local Development
Corporation (the “LDC”) and the Village of Briarcliff Manor (the “Village”) to
develop certain municipal, public, and private residential/commercial
improvements on two, Village-owned, tax lots located at 1050 and 1030
Pleasantville Road, tax parcel numbers 98.10-1-51 and 98.14-1-29 respectively
(the “Project Site”).
The Applicant, per the LDA, proposes to develop the Project Site with a mixed-
use, multifamily development consisting of two multifamily buildings with
commercial uses on the first floor, together with associated improvements
(“Briarhouse”), a Village Police Station and Court Facility with associated parking
(the “Justice Center”), and various public improvements and amenities (together,
the “Proposed Project”). Briarhouse would be owned and operated by the
Applicant and would consist of two buildings, as well as public and residential
amenities and parking. The buildings would be 4-stories in height and contain
approximately 86 apartments comprised of studio, one- and two-bedroom units,
with the first floor of both buildings having approximately 5,440 square feet of
commercial space (totaling 10,880 square feet of commercial area). The Justice

Center would be retained by the Village and would be two-stories, approximately
13,390sq ft, and include associated secure and public parking areas. The
Proposed Project would also include various public improvements across both
properties consisting of a trail system, sidewalks, and other public roadway
improvements, in addition to a public plaza that will be a part of the Briarhouse
development.

PLANNING BOARD REFERRAL
BE IT RESOLVED that the request by the Applicant for the establishment of a
Strategic Property Redevelopment Floating Zone and Concept Plan Approval
pursuant to §220-21.B located at 1030/1050 Pleasantville Road is hereby
directed to the Planning Board for review and recommendation.
SCHEDULE PUBLIC HEARING
BE IT RESOLVED that a Public Hearing to hear and consider a request by the
Applicant for a Strategic Property Redevelopment Floating Zone (§220-21.B) and
Concept Plan Approval pursuant to §220-21.B located at 1030/1050 Pleasantville
Road is hereby scheduled for Tuesday, December 16, 2025 at 7:30 pm or soon
thereafter at the William J. Vescio Community Center located at 1 Library Road,
Briarcliff Manor, NY 10510.
