These meetings were offered to the public via a Zoom option.
RDC Meeting
The RDC meeting was called to order by RDC President Cathy Burke at 7:00pm.
RDC Roll Call: Gregg Tuholski, Andrew Medford, Cathy Burke
Absent: Jeff Beachy
Resolution 3-2-2023- 5:
Scott Frissell, Attorney from Krieg Devault, presented R3-2-2023-5 as a Declaratory Resolution for
the Town of Bristol Redevelopment Commission amending the economic development plan for the
SR15 economic development area. The purpose of the amendment is to acquire parcels 509 and 511
East St. Joseph street and demolish blighted structures.
Future Actions: March 9 Elkhart County Plan Commission approval
March 16 Town Council to approve the Plan Commission Order to Amend the
Declaratory Resolution
April 6 Public Hearing and Adoption of the Confirmatory Resolution
Resolution 3-2-2023-6 purchase of 509 E St Joseph Street from Donna Free for a verbally agreed to
price of $50,000 for both lots. Town Manager, Mike Yoder, negotiated the purchase price from two
appraisals: one at $26,300 and the other $65,000. Funds for the purchase will be from TIF 130.
Motion made by Gregg Tuholski, seconded by Andrew Medford.
Voting Yea: Andrew Medford, Cathy Burke, Gregg Tuholski Motion carried.

MEETING CALLED TO ORDER by Cathy Burke at 7:17pm. immediately following the Bristol
Redevelopment Commission meeting.

APPROVAL OF AGENDA- one addition: add agenda item to Clerk-Treasurer section, permission to
publish for an additional appropriation.

REPORTS
TOWN MANAGER – Mike Yoder
Wastewater Treatment Cost of Services study – Jeff Rowe from Baker Tilly appeared in-person to
provide an overview. Our last rate adjustment was in 2019, suggested rate review every three years.
Bidding and bonding for the projects will be later this year or beginning of next. estimated project cost
$10M/$11M
new RR crossing contract presented for approval (approx $650K) Maple St /JPR found a grant that we
are applying for to help us with costs ($40K)

Elkhart Community School Board has recommended Jeff Bliler to the Bristol RDC as a non-voting
member representative. This is a Council president appointment, but with Jeff Beachy absent, pro tem
Cathy Burke welcomes Jeff Bliler to the Bristol Redevelopment Commission as a non-voting member.
2023 Humane Society contract presented for approval. $4,400 is our portion of the contract,
Motion to approve the contract was made by Gregg Tuholski, seconded by Cathy Burke.

Motion to suspend the rule and pass on one reading made by Gregg Tuholski, Seconded by
Cathy Burke. Voting Yea: Andrew Medford, Cathy Burke, Gregg Tuholski, Doug DeSmith
Motion to approve Ordinance No. 3/2/2023-7 made by Gregg Tuholski/seconded by Andrew
Medford. Voting Yea: Andrew Medford, Cathy Burke, Gregg Tuholski, Doug DeSmith Motion
carried.
Motion to give permission to publish for additional appropriation of remaining funds from
our ARP fund in the amount of $196,258.90 made by Cathy Burke, seconded by Andrew
Medford. Voting Yea: Andrew Medford, Cathy Burke, Gregg Tuholski, Doug DeSmith.
Motion carried.
TOWN LAWYERS – Attorney Alex Bowman, AttorneyScott Frissell, Attorney George Lepeniotis were introduced

UNFINISHED BUSINESS
Is the Council wanting to move forward on amending the ordinance to allow chickens? This will
be tabled until the work session, so that some 'sample' Ordinance information may be shared with the
Council and a more in-depth discussion may take place at the work session as well.
Lamar Advertising - changes to the billboard in Memorial Park - Town Manager and Attorneys to
review the existing grandfathered billboard contract to help determine if changes would negate the
contract.
