MEETING CALLED TO ORDER Thursday, November 14, 2023 by Council President Jeff Beachy at 7:00pm.
PLEDGE OF ALLEGIANCE was led by Ken Jones.

Other members present: Town Manager Mike Yoder, Clerk-Treasurer Cathy Antonelli, Fire Chief Nik Kantz, Legal
Counsel Alex Bowman, and Town Marshal Mike Albin
APPROVAL OF AGENDA
Cathy Antonelli will add notes to the Clerk-Treasurer section and the agenda will stand as published.
REPORTS:
TOWN MANAGER Mike Yoder
Town Manager Mike Yoder introduced Ken Jones from JPR to review a few items.
Ken Jones spoke to creating a system development charge for our wastewater and water infrastructure.
He suggested a restructure of the ordinance to include system development charges.
Ken also gave an update of the Business Route, including two development projects that are going
through a private development group. (AWT = Abby Thomas)
Property across from Commerce Drive, part of the property is in the Town, rezoning and proposal for
annexation, Alex to send annexation kit to Ken. R-1 buffer specifically requested next to Twin River Trail, in
consideration of the current neighborhood and residents. Considering a new subdivision, lot sizes similar to
Twin River subdivision. GPUD (general plan unit development), next stage - Council opinion to leave R1 or
rezone if needed.
Industrial Drive area / CR 10 also Abby Thomas’ property, M-1 zoning can be business retail. Need to place
some development controls along SR 15 and how businesses present to the road since it is an entry point into
the Town. DPUD follows (lot sizes), landscape amenities, Council can review all of the M-1 uses and say all
but....... (ie: RV storage lots). This could potentially go to construction (first four lots) in 2024. Also consideration
for Future Rd, it was suggested that the property owner at A-1 corner of Lot 8 (possible renter) should be
included in future conversations. Ken Jones to talk with Abby Thomas and her developer
Review of the Bristol Business Route Bypass Lane. New traffic study analysis requested for 2024 and a
TIF study on future revenues 2025.
CLERK-TREASURER Cathy Antonelli
Notes: Congratulations to our newly elected Council members, (Jeff Beachy, Doug DeSmith, and Dean Rentfrow)
Terms officially begin January 1, 2024. Prior to taking any official action, an Oaths of Office will need to be
completed. Please contact me to schedule a time or we can do it just prior to the December 21st meeting.
A draft of the 2024 Salary Ordinance will be emailed to Council for review.
TOWN ATTORNEY Alex Bowman
Monsanto draft MOU (Memorandum of Understanding) is currently under review with Alex, Mike Yoder and
Matt Meersman, SJRBC. Once final form is ready for Council it will be presented for consideration.
TOWN MARSHAL Mike Albin - Flock Safety
Marshal Albin introduced Andrew Blanchette, to speak to a new license plate recognition (LPR) reader
system referred to as flock safety. This system is used for alerts such as: Amber alerts, Silver alerts, etc. stolen
vehicles, criminal activity (bank robbery), many local towns/cities are using this system.
Proposing a 5-camera system to create our 'net', would like to have nine cameras eventually. These are
solar powered with a battery backup, covered by yearly subscriptions. Such subscription would also cover
weather damage, such as hail.
This is a two-year contract. Marshal would like to start with the five cameras to get comfortable with
how it works and the ins and outs of the system, before adding the additional four cameras.
Cost wise: The Flock Safety Platform for the first year is $15K. Standard Implementation fee for five
cameras at $650/ea is $3,250. 1st year subtotal is $18,250. There is an annual recurring fee of $15K. So the first
two-year contract total is $33,250.00. Marshal has budgeted for this system.
