CALL MEETING TO ORDER
Thursday, February 1, 2024 a regular Town Council meeting was called to order by Council President Jeff
Beachy at 7:00pm.
PLEDGE OF ALLEGIANCE was led by Doug DeSmith
ROLL CALL:
Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beach
Others in attendance: Fire Chief Nik Kantz, Town Manager Mike Yoder, Clerk-Treasurer Cathy Antonelli, Deputy
Clerk-Treasurer/Assistant Town Manager Jill Swartz
Legal Counsel Alex Bowman entered the meeting after the bid openings.
APPROVAL OF AGENDA -The agenda will stand as published.
APPROVAL OF INVOICES
Motion to approve the invoices made by Gregg Tuholski, Seconded by Doug DeSmith.
Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy, Dean Rentfrow. Motion carries.
APPROVAL OF MINUTES of the January 16, 2024 work session and the January 18, 2024 Regular Council meeting
Motion to approve both sets of minutes made by Cathy Burke, Seconded by Dean Rentfrow.Voting
Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy, Dean Rentfrow. Motion carries.
PRIVILEGE OF THE FLOOR (AKA Public Comment) - no comments this evening.
Bid opening for waste-water treatment plant improvements.
Amy from Commonwealth was present to open the bid packet(s) received prior to the meeting. The bid
packet was from Crosby Construction out of Ft. Wayne and was the only bid received.

Motion to accept the bid from Crosby as submitted and pass along to Commonwealth for their
review made by Jeff Beachy, Seconded by Doug DeSmith. Discussion. Voting Yea: Doug DeSmith, Cathy
Burke, Gregg Tuholski, Jeff Beachy, Dean Rentfrow. Motion carries.
REPORTS
TOWN MANAGER Mike Yoder
Seeks approval of a special meeting to open and approve bids for the 2023-2 CCMG project. Council agrees to
the February 21, 2023 special meeting date at 4:00 pm. Bids will be opened, reviewed and awarded all in the
same night, as this is time sensitive.
Pedestrian bridge project – the final design and engineering work has been put on hold until we determine if
the Fire Territory will be established and what funds will be available to move forward and to what degree. The
demo plans for the Stoll house have also been paused, while the property ownership for the adjoining property
is determined.
Business route – moving forward
2025 INDOT project update – met with INDOT and DLZ to lock in detour routes for the 2025 INDOT project. This
will most likely not be completed in one season. Discussion of hard closure of Division St bridge for 30 days,
working on possibly allowing one lane opening for emergency vehicles. Consideration of traffic control devices
for SR 15.
Field Trip for street lighting – Council would like to plan a field trip this month to Cassopolis, Michigan to see
their street lighting for ideas for our main street project.
Bristol EDC appointment – Chris Garner has asked to be replaced on the EDC commission. Town Manager Mike
Yoder suggested Andrew Medford as a replacement. This will go to the County Council for their approval.
Motion to recommend Andrew Medford to the County Council as Chris Garner’s replacement to the
EDC made by Cathy Burke;seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Cathy Burke, Gregg
Tuholski, Jeff Beachy, Dean Rentfrow. Motion carries.
CLERK-TREASURER Cathy Antonelli
Town Manager Mike Yoder spoke to the Amended Salary Ordinance No. 2/1/2024-4 to increase utility
employee hourly wages, due to competition from Middlebury and Shipshewana in order to retain our
employees. Tim McCandless, Utilities Superintendent was present and spoke to what Derrick and Kaitlyn (two
of our utility employees) bring to the table with their experience and certifications. He also shared the duties
that they’re taking on since the retirement of John and Carol Supper and how it plays into the requested
increases. Tim feels like they have a good team in the current group and is not looking for replacements in the
future. Mike Yoder is creating a matrix that includes experience and certifications that can be used when
considering salary increases in the future.
Motion to adopt the Amended Salary Ordinance No. 2/1/2024-4 on first reading made by Dean
Rentfrow;seconded by Doug DeSmith Ord 2/1/2024-4 motion carries. Voting Yea: Doug DeSmith, Cathy
Burke, Gregg Tuholski, Jeff Beachy, Dean Rentfrow. Motion carries.
Motion to adopt amended salary ordinance No. 2/1/2024-4 made by CathyBurke;seconded by Gregg
Tuholski. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy, Dean Rentfrow.
Motion carries.
TOWN ATTORNEY Alex Bowman
Brief note: an agreement was finally reached with Norfolk Southern on the easement. They were originally
asking for $50K and we ending with a $0 due.
Town Manager Mike Yoder commented that he was able to work with Google Maps to add the
Stonemont access. It is also showing up on Waze as well. The Maple Street crossing is not showing 100% yet.

Jeff Beachy – noted a facebook post that he saw about how the signs for the Maple St closure could be larger
and he agrees. Discussion followed and concluded with possibly Dead End Road signs and placement on Maple
St.
