MINUTES
CALL MEETING TO ORDER
Council President Jeff Beachy called the regular council meeting to order at 7:00pm on Thursday, May
15, 2025.

Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy

APPROVAL OF AGENDA
ECVB visitor present. Add to the agenda following Commissioner Suzie Weirich

APPROVAL OF INVOICES
Motion to pay the bills made by Cathy Burke, Seconded by Dean Rentfrow. Voting Yea: Doug
DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
APPROVAL OF MINUTES
Motion to approve the Executive Session minutes from April 24, 2024 and Council meeting
minutes from April 17, 2025 and May 1, 2025 made by Doug DeSmith, Seconded by Gregg
Tuholski. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.
Motion carries.
REPORTS
Special Guests:
County Commissioner Susie Weirick spoke to I & M looking to decommission the Elkhart dam at
Johnson St bridge, how this may impact property values and quality of life in Elkhart County and the
Town of Bristol. A group has been formed, Elkhart County Gives a Dam, and they are pushing for the
preservation of the dam. The group has a website with more details: elkhartcountygivesadam.com and
they have a facebook page. SJRA (St Joseph River Association) also has a facebook page with
information. Suzie encouraged all to like and share information.
Janice Logston, Director of sales and marketing with the Elkhart County Visitor’s Bureau. Janice
spoke to the start of the quilt garden season and wanted to thank the Council for the Town of Bristol
being an active supporter of the annual quilt garden and county murals. A quilt garden can be found in
Bristol in front of the Elkhart County Historical Museum and there is a mural at the Bristol Opera House
and Bonneyville Mill. These do help to promote tourism in the County.

Motion to approve Pay App #4 $65,798.70 made by Gregg Tuholski, Seconded by Doug
DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.
Motion carries.
New entrance signage - Mike spoke to new signage for the Town and shared options. He will get a
couple of proposals based on Council discussion.
Lamar billboard contract - Legal Counsel to draft a letter to request to opt out of the agreement from
the Town. Follow up to another billboard - no response back from other Counsel following request of
information. Legal Counsel also to draft a letter requesting removal.
WWTP disbursement requests
Motion to approve SRF disbursement request #27, payable to Commonwealth $48,961 made
by Cathy Burke, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Dean Rentfrow,
Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
Motion to approve SRF disbursement request #28, Crosby Construction Pay App #10,
payment to contractor $1,894,450, retainage $99,708 ($1,994,157.75) made by Doug
DeSmith, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy
Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
Motion to approve change order #3 $48,065 made by Cathy Burke, Seconded by Dean
Rentfrow. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff
Beachy. Motion carries.

TOWN MARSHAL Steve Priem
Marshal Steve Priem reviewed the monthly operations report and the code enforcement report.
Steve has an 2017 Ford Explorer in his fleet that he would like to have the vehicle declared as salvaged.

FIRE CHIEF Nik Kantz
Fire Chief Nik Kantz reviewed his monthly operations report.
PARK BOARD
Linda Powell was not present this evening, but the park board meeting minutes are included in the
meeting packet for review.
TOWN ATTORNEY Alex Bowman
Alex spoke to the second and final reading of Ordinance 2025.4.17.08 An Ordinance of the Town of
Bristol, Indiana Amending Chapters 51 and 52 of the Town of Bristol, Indiana Code of Ordinances
Relating to Water and Sewer Utility Rates and Other Purposes. Changes include a delay to the
proposed increase to August 1, 2025 with other minor revisions, without impact to SRF loans.
Council President Beachy opened a public hearing at 7:47pm to take comments. Council member
Cathy Burke had a question about the difference between Exhibits A & B (A is a usage chart and B is a
minimum rate), hearing no other comments the public hearing was closed at 7:50p

by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski,
Jeff Beachy. Motion carries.

TOWN COUNCIL DISCUSSION ITEMS
Doug DeSmith -When do we think the WWTP will be up and running? Mike Yoder stated possibly
January, February, 2026
Dean Rentfrow – no comments this evening

Jeff Beachy – no comments this evening
Mike Yoder referenced some additional signage for the Bristol Municipal Complex, out front, but
specifically off Elkhart Street. Council will consider this.
Council President Beachy asked the Town Manager to talk with Handy Spot to get rid of mid-states
construction sign out front and also in the MJB area, there is an ARCA Construction sign for overhead
lines and that build has been completed for over a year.

These monies will be used to purchase and outfit a police vehicle, add graphics to another, as

services.
Requesting a Motion to adopt Additional Appropriation Ordinance No. 5.15.2025-9 in the
amount of $252,454.42.
