TOWN COUNCIL WORK SESSION Tuesday, September 17, 2024 at 7:00 PM Bristol Town Hall Council Chamber MINUTES CALL MEETING TO ORDER Council President Jeff Beachy called the work session to order on Tuesday, September 17, 2024 at 7:00pm. PLEDGE OF ALLEGIANCE led by Denny Swartz ROLL CALL Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy Others present: Town Manager Mike Yoder, Clerk-Treasurer Cathy Antonelli, Legal Counsel Alex Bowman, Town Marshal Steve Priem, Fire Chief Nik Kantz APPROVAL OF AGENDA Agenda Item 10b. Resolution number 9/17/2024-7 should be 9/17/2024-8 REPORTS TOWN MANAGER Mike Yoder Legal Counsel Alex Bowman gave a status update on the property formerly owned by Lauren Howard. The eminent domain process has been completed and the Court granted final judgement to the Town. The Town owns the deed and now should decide on what to do with this property, what is the vision for those two parcels? Discussion followed on thoughts, options and procedure. Jill Swartz, Assistant Town Manager was asked to spearhead creating and distributing a survey postcard to the Town residents. This would offer an opportunity for them to share their opinions and thoughts of how that property might be best used. Deadline: Oct 31 for responses. Residents only, not businesses . CLERK-TREASURER Cathy Antonelli 2025 budget preparation notes shared with Council for their review before the October meeting, one note the tax rate for the 2024 budget is 1.70 and will drop to 1.54 for the 2025 budget. TOWN MARSHAL Steve Priem Town Marshal Steve Priem shared an overview of the operations report. Code enforcement violations reviewed. Overtime hours were increased in the month of August in order to maintain proper shift coverage for the community. All officers worked a combined total of 90.25 hours of overtime. Overtime will drop as we hire new officers. Council President Beachy thanked Steve and his staff for all they do with prayers for their safety. BRISTOL FIRE DEPARTMENT Fire Chief Nik Kantz Fire Chief Nik Kantz shared an overview of the operations report. Staffing: short one full time firefighter/EMT and one firefighter/Paramedic Watch your mailbox! BFD picture fundraiser via mail this year $35 donation = one 8 x 10 photo The Tackle Shack in Middlebury helps us with the Toys for Tots campaign and we are going to help them with their fishing tournament at County Road 17 on October 12. Please contact Jen at the fire house if you would like to participate. Looking for monetary donations for new Christmas tree lights. Goal $2500 New ambulance is scheduled to start being built October 22. We should have it by late November and hoping to have in service by first of the year. County wide burn ban may go into effect next week. Concerns for corn dog festival fireworks. Pray for rain. New Sutphin fire truck to go on the line in June, 2025. PARK BOARD REPORT Linda Powell - Carol Reeves from Bristol Public Library spoke to a summer reading program being kicked off June 25, 2025 utilizing both Congdon & Cummins parks and using the theme of Color My World. Congdon Park for adults and Cummins for a kids zone. Looking to include food trucks, artisan market, live performances, chalk area, rock painting, bubbles, considering a parent/child pickleball tournament. - car show next year will be the second week of August - Chris Rosenburg gave a presentation about park self-service equipment rentals locker cabinets (ie kayak rental, ping pong, cornhole, pickleball) The park board will get more details about the program. Locker to be provided and maintained and thoughts of a season pass for a nominal fee that would allow access at other parks as well. - Truck and Treats will be Saturday, October 26 in Congdon Park and the hours will coincide with residential trick or treating from 5:00-7:00p - park surveys for five-year plan to be handed out - October 2, five-year plan meeting - Splash pad is now being repaired - Eric Funkhouser, the town’s street superintendent, is to get quote for LED lights for Congdon Park - Corndog Festival will be Saturday, September 28. They are looking for 180 volunteers. HUB help needed at festival as well from 12:30 -2:30p - Annual $9K transfer to non-reverting fund. Transfer was from the general park fund, next year will be from the cumulative capital fund TOWN ATTORNEY Alex Bowman Amend noise ordinance - next ordinance number is 10/17/2024-22, if voted to move to second reading. Ordinance 10/17/2024-22 Amending Sections of Chapter 95 of Title IX of the Code of Ordinances for the Town of Bristol, Indiana. Legal Counsel Alex Bowman gave an overview of the Ordinance and the changes that were made. (a month of publication is needed for consideration) may be advanced to second reading today and adopted 10-17. Alex recommends advancing this to a second reading.  Motion to advance Ordinance 10/17/2024-22 second reading made by made by Cathy Burke, Seconded by Doug DeSmith.Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. Resolution pertaining to establishing rules for public comment. Next resolution number is 9/17/2024-7 Resolution No. 9/17/2024-8 Establishing Polices and Procedures for Public Meetings Legal Counsel Alex Bowman gave an overview of what the resolution is and explained the statute requirements and purpose. Alex recommends that a sign in sheet should be used (roll call to bring members of the public to speak) remonstrator or supporter. to help with record and/or follow up. (Could be adopted by Ordinance later)  Motion to adopt Resolution 9/17/2024-8 by Dean Rentfrow, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. NO QUESTIONS ABOUT UPCOMING COUNCIL MEETING AGENDA ITEMS OTHER COMMENTS OR QUESTIONS Town Manager project updates: 1) Water main project to begin September 30. SR 120 INDOT project is out for bid and will be decided on October 9. IF Niblock gets the contract they would like to merge the two contracts, thus save costs for both INDOT and us. Construction delay information will be found on the Our Town Bristol app and the town website as we know what they are, but please note to take some extra time as it is an ever changing project. 2) splash pad rebuild 3) Howard property delay - schedule equipment to get big trees down with hopes to be completed by October 4) Resolution was not prepared for Congdon Park to be renamed Corndog Park for the day of September 28. We are having a sign made to be easily attached/detached from the existing park sign each year.  Request to rename Congdon Park to Corndog Park for one day made by Dean Rentfrow, Seconded by Jeff Beachy. Voting Yea: Doug DeSmith, Dean Rentfrow, Gregg Tuholski, Jeff Beachy. Voting Nay: Cathy Burke. Motion carries. 5) - Fall clean up days will be Friday, October 4 & Saturday, October 5 from 7:00a-3:00p, Jeff noted that we need to update the wording on the dates on the app. - Newsletter name - Jill Swartz presented name options for the quarterly newsletter, after getting some input from staff. Options include: Community Connection, Bristol Spotlight and Bristol Informer. Cathy Burke suggests adding the times to the events section. Jill to email a draft to the Council for their review and input. All Council agrees on the Community Connection title.
