MINUTES OF THE BEER BOARD
HELD DECEMBER 18, 2013

Call to Order – At approximately 5:00 pm on December 19, 2013, Mr. Kistner, Chairman of the
Beer Board for the City of Bristol, Tennessee, called the meeting to order in the Conference
Room of the Ewell L. Easley Municipal Bldg., located at 104 Eighth St., Bristol, Tennessee.
Review of Minutes – Board Members reviewed the October 16, 2013 meeting minutes, the
minutes were approved as read.
NEW BUSINESS
The Sportsman, LLC, 1403 Bluff City Hwy., Bristol, TN, 37620 – Request for On Premises
Permit by Owners, Patty O. Howington and James E. Howington. Application in order,
background checks conducted, Alcohol Education Awareness Training completed. Inspection on
hold pending completion of renovations, request approval contingent upon completion of
inspection. Owners briefed on owners responsibilities and Board’s expectations by Mr. Kistner.
Motion to Approve by Ms. Pickel, seconded by Mr. Vernon. No discussion/comments from
public. Motion approved by unanimous vote.
Simply Delicious, 2600 Volunteer Pkwy., Bristol, TN, 37620 – Request for modification to
original Off Premises Permit by owner, Mr. Lawrence A. Slipek. Address is 2600 Volunteer
Pkwy., needs to add designation of Suite 1 to address. No change in ownership, location, or
business. Motion to Approve by Ms. Pickel, seconded by Mr. Vernon. Motion approved by
unanimous vote.
Philadelphia Grill, 725 Bluff City Hwy., Bristol, TN, 37620 – Request for amendment to
original On Premises Permit by owner, Ms. Donna K. Hilzendager. Business designation on all
paperwork is Philadelphia Grill, wishes to change Permit to read Philadelphia Grill d/b/a (doing
business as) Backyard Grill. No change in ownership, location, or business. Motion to Approve
by Mr. Vernon, seconded by Ms. Pickel. Motion approved by unanimous vote.
OLD BUSINESS
Alcohol Compliance Checks – Board Members discussed September 2013 joint compliance
checks conducted with Alcohol Beverage Commission agents, how they were conducted, and
possible changes in future joint checks.

PENDING BUSINESS
Lt. James advised one completed Application received and two others anticipated in the near
future. Mr. Kistner fixed the next Board Meeting for January 15, 2014.
Mr. Kistner advised as next meeting will be the start of a new year, Board elections will be held.
Lt. James advised he will prepare the Statistical Report for 2013 due to TN ABC, he will present
it to the Board for final approval before submitting it.
Ms. Pickel advised this is her last meeting as a Member of the Beer Board, her term is expiring
and she will not apply for reappointment.
There being no further business to conduct the meeting was adjourned.
