CITY OF BRISTOL, TENNESSEE MINUTES OF THE BEER BOARD MEETING HELD SEPTEMBER 16, 2015 BOARD MEMBERS PRESENT CITY EMPLOYEES PRESENT Mr. Craig Kistner – Chairman Chief Blaine Wade Mr. Mike Ketron – Vice-Chairman Capt. Glenn James Mr. Walt Vernon Mr. Jack Hyder Mr. Vince Turner Ms. Danielle Kiser Ms. Robin Stedman Call to Order – At approximately 5:00 pm on September 16, 2015, Mr. Kistner, Chairman of the Beer Board for the City of Bristol, Tennessee, called the meeting to order in the Conference Room of the Ewell L. Easley Municipal Bldg., located at 104 Eighth St., Bristol, Tennessee. Mr. Kistner welcomed the new City Attorney, Ms. Danielle Kiser, to her first Beer Board Meeting, and thanked Mr. Jack Hyder for the invaluable advice and assistance he has given the Board throughout his years as City Attorney. Review of Minutes – Board Members reviewed the minutes of the August 12, 2015 meeting, the minutes were approved as read. NEW BUSINESS IGC, Bristol Country Club, 6045 Old Jonesborough Rd., Bristol, TN – Mr. Paul Fleming, General Manager, appeared before the Board to request an On Premises Permit. Capt. James advised the Application is in order, fees paid, and background check conducted, no problems have been noted.. Mr. Kistner asked Mr. Fleming if he has prior experience in alcohol sales, he advised he does not, but his supervisor and colleges do have extensive experience. Mr. Kistner asked about training, Capt. James advised they have applied for a Tennessee ABC Permit, so all employees will be ABC Certified. Mr. Kistner asked if the Permit can be issued contingent upon receipt of the ABC Permit and training, Mr. Hyder said it could. Mr. James advised beer can be sold as long as the manager on duty has received training, and in turn trained his servers. Mr. Fleming advised the Food and Beverage Supervisor has experience in alcohol sales, Capt. James advised when he conducted his inspection the employee he talked with already has his Servers Card. Mr. Hyder advised it appears requirements have been met for them to serve beer. Mr. Kistner called for questions/comments from the public, there being none he called for further questions by the Board, Mr. Turner made a Motion to approve the Application, seconded by Mr. Vernon. There being no further discussion by the Board he called for a vote, the Motion was approved by unanimous vote. J Frank, 412 Sixth St., Bristol, TN – Mr. Jason Vanover, representing J Frank, appeared before the Board to request an On Premises Permit. Capt. James advised this business formerly the Troutdale, it is now under new ownership with a new name. He advised the Application is in order and fees paid, and they have applied for a Tennessee ABC Permit. He related some 1 employees are already ABC Certified, and Mr. Vanover has received training. Mr. Vanover related all employees will be ABC Certified. Mr. Kistner asked if he has prior experience in alcohol sales, Mr. Vanover advised he does in sales of both beer and liquor through restaurants in Johnson City, TN. Mr. Kistner called for questions/comments from the public, there being none he called for further questions from the Board, Mr. Turner made a Motion to approve the application, seconded by Mr. Vernon. There being no further discussion by the Board he called for a vote, the Motion was approved by unanimous vote. PENDING BUSINESS Capt. James requested a meeting be scheduled for October 2015 as he has one Application in hand to bring before the Board. Mr. Kistner scheduled a meeting for October 21, 2015. There being no further business to conduct the meeting was adjourned. 2
