CITY OF BRISTOL, TENNESSEE MINUTES OF THE BEER BOARD MEETING September 11, 2019 BOARD MEMBERS PRESENT CITY EMPLOYEES PRESENT Mr. Craig Kistner-Chairman Chief Blaine Wade Mr. Michael Ketron Officer Glenn James Mr. Robert Greeson Lt. Brad Tate Mr. Jason Booher City Attorney Smith Mr. Miles Vance Ms. Patty Hicks Call to order-At approximately 5:00 pm on September 11, 2019, Mr. Kistner, Chairman of the Beer Board for the City of Bristol, Tennessee, called the meeting to order in the conference room of the Ewell L. Easley Municipal Bldg., located at 104 8th St., Bristol Tennessee. Review of minutes-Board members reviewed minutes from August 07, 2019 meeting and the minutes were approved as read. NEW BUSINESS 423 Social, 250 N. Raceway Villa Dr., Bristol, TN: Marquees Puckett, owner, appeared before the board to request an on-premises permit for the restaurant. Chairman Kistner asked if the owner had previous experience in alcohol sales and he advised yes. With no further questions from the board, Mr. Vance made a motion to approve the permit request and Mr. Ketron seconded the motion. Motion passed unanimously. Birthplace of Country Music, 17 5th St., Bristol, TN: Brett Davis, employee, appeared before the board to request temporary permit for Rhythm and Roots. City council approved use of strip of grass near business for a tent. It was also discussed that employees from 620 State St. Restaurant and Machiavelli’s will work the tent for alcohol sales and has alcohol sales experience. With no further questions from the board, Mr. Ketron made a motion to approve the permit request and Mr. Greeson seconded the motion. Motion passed unanimously. KP Duty, 520 State St., Bristol, TN: No representative was present. Business requests permit be renewed. Mr. Greeson made a motion to approve the renewal request and Mr. Vance seconded the motion. Motion passed unanimously. Applebee’s 425 Volunteer Pkwy., Bristol TN: Complaint by Police Chief Blaine Wade of Applebee’s serving alcohol while on 20 day suspension. Lt. Brad Tate showed evidence of the sale of alcohol during suspension on Aug. 30TH. Applebee’s vice president of operations spoke and advised that the money was approved to pay $2000.00 dollar fine instead of suspension and he doesn’t know what happened that it didn’t get paid. Mr. Booher made a motion to give 16 day suspension or let Applebee’s pay fine of $2000.00 and another $1000.00 for selling without a license. Motion was seconded by Mr. Vance. Board discussed with City Attorney Smith and amended motion to 16 day suspension or $2000.00 and $500.00 penalty for selling without a license and was seconded by Mr. Vance. The motion passed unanimously. Mrs. Smith will draft order. Cascade Draft house 828 State St., Bristol TN: City Attorney Mrs. Smith addressed the board to change a beer ordinance to sell both on and off premises for Draft Breweries. Board members discussed the sale of Growlers and open container law. Mrs. Smith will be presenting at the next city council meeting. OLD BUSINESS-None PENDING BUSINESS-None The board confirmed the next meeting date to be October 16, 2019 at 05:00 pm. With no further business the meeting was adjourned at approximately 06:30 pm.
