Bristol Tennessee Better Property Board Meeting Minutes January 22, 2015 Members Present: Staff/Others Present: Pamela Offield Karl Cooler Randall Cook Jack Hyder Wayne Humphrey Donnie Branson John Cartwright Christy Justice Members Not Present Lonnie Barrett The Bristol Tennessee Better Property Board was called to order at 5:00 p.m. on January 22, 2015. Roll call was performed and a quorum was declared. Minutes: As there were no additions or corrections to the minutes of the December 4, 2014 meeting, Randall Cook motioned to approve the minutes; John Cartwright seconded the motion. The motion was approved unanimously. Preliminary Investigations A. 1406 Anderson Street The property owner, Michael Etux Robinette, was not present. The complaint was overgrowth and a dilapidated house. Taxes are current. Staff recommended that a public hearing be held at the February 26, 2015 meeting. Wayne Humphrey motioned to hold a public hearing at the next meeting; Randall Cook seconded the motion. The motion was approved unanimously. Public Hearing A. 1308 Valley Drive The property owner, Richard K. Babcock, was present. Taxes are past due. The complaint was the house is in a state of disrepair, needing roof and siding. Staff recommended an order to repair on this property.  Richard Babcock stated that he had all the siding and he plans to begin repairs on the siding and windows. Mr. Babcock expressed he has plans to repair the roof as well and he is ready to begin work as the city would permit. Pam Offield questioned Mr. Babcock if he planned to complete the work on the house himself. Mr. Babcock stated that he has people who plan to help him get the work done. Ms. Offield asked Mr. Babcock how long he felt would be a reasonable time frame to get the repairs done. Mr. Babcock stated that he felt he could have the repairs done in three months. Wayne Humphrey motioned for an order to repair on this property; Randall Cook seconded the motion. The motion was approved unanimously. Wayne Humphrey motioned for a progress report on the repairs in three months, at the April23, 2015 meeting; John Cartwright seconded the motion. The motion was approved unanimous! y. Trash and Debris A. None Old Business A. None Progress Report A. 1647 Carolina Avenue The property owner, Carolyn 0' Hart, was not present. The complaint was overgrowth with junk and debris, unregistered/inoperable vehicles, and the structure in need of repairs. Taxes are current. Structure is open and unsecure. There was no recommendation for the board at this time. Staff will take additional action. B. 3104 Highway llE The property owners, Village Associates Inc., were not present. The complaint was that the property is in a dilapidated condition. Taxes are past due. The structure has been demolished by the city. Staff recommended this case be closed. Randall Cook motioned to close this case; Wayne Humphrey seconded the motion. The motion was approved unanimously. 2 , C. 2823 Anderson Street Ext The property owner, Robert S. Buchanan, was not present. The complaint was that the property had been in a state of disrepair for several years. Taxes are current. Repairs are now complete. Staff recommended this case be closed. Wayne Humphrey motioned to close this case; John Cartwright seconded the motion. The motion carried unanimously.
