BRISTOL TENNESSEE BETTER PROPERTY BOARD MEETING MINUTES July 23, 2020 Members Present: Staff/Others Present: Pamela Offield, Chairwoman Cari Seaton Randall Cook, Vice-Chairman Cheyenne Powers Wayne Humphrey Matt Bailey John Cartwright Tim Beavers Members Not Present This meeting was conducted electronically using Zoom. Pamela Offield called the Bristol Tennessee Better Property Board meeting to order at 5:00 p.m. on Thursday, July 23, 2020. Mrs. Offield performed roll call and a quorum was declared present. DISCUSSION OF NECESSITY FOR CONDUCTING ELECTRONIC MEETING: Ms. Cari Seaton stated that she had an announcement and request for a brief vote. The Open Meetings Act applies to the Better Property Board, and it normally prohibits governing bodies from meeting electronically. Due to the COVID-19 public health emergency, Governor Lee issued Executive Order 16 which provides that governing bodies can meet electronically if the governing body determines that meeting electronically is necessary to protect the health, safety and welfare of Tennesseans in light of the COVID-19 crisis. Ms. Seaton stated that the Better Property Board must make a determination on whether or not meeting electronically is necessary rather than in person. If the majority does not believe it is necessary to meet electronically, the meeting will be adjourned and moved into a physical location. Randy Cook made a motion in favor of holding the meeting electronically. Wayne Humphrey seconded the motion; the motion carried unanimously. ELECTION OF OFFICERS: Pamela Offield stated that the time has come to elect officers. Randall Cook made a motion to nominate Pamela Offield as Chairperson for the Board. John Cartwright seconded the motion; the motion carried unanimously. Wayne Humphrey made a motion to nominate Randall Cook as the Vice-Chairperson for the Board. John Cartwright seconded the motion; the motion carried unanimously.
