MINUTES OF THE CITY OF BRISTOL, TENNESSEE SPECIAL CITY COUNCIL MEETING November 17,2014 CALL TO ORDER: The City of Bristol, Tennessee City Council special called meeting was called to order by Mayor Lea Powers on Monday, November 17,2014, at 12:00 p.m. in the Ewell Easley Annex Building. ROLL CALL: Present: Mayor Lea Powers, Vice Mayor Chad Keen, Councilwoman Michelle Dolan, Councilwoman Margaret Feierabend, and Councilman Jack Young, Others Present: City Manager William Sorah; City Attorney Jack Hyder; City Recorder Tara Musick; and members of City Staff. RESOLUTIONS: A. Resolutions: Resolution No. 14-114 - A Resolution Awarding Bid for the Installation of Roofing at 200 State Street City Manager Sorah reviewed Resolution 14-114 which awards a bid for the installation of roofing at 200 State Street to C.M. Henley Company, Knoxville, Tennessee, for the lowest qualified bid price of $88,160. Bid notifications were sentto numerous vendors. The bid of C. M. Henley Company was the lowest bid meeting specifications and award is recommended accordingly. This project will be funded through a drawdown in fund balance or a potential debt borrowing. Mayor Powers inquired if the decking of the roof had been checked. City Manager Sorah responded that the decking had not been checked and that this bid was for the roof replacement only. The decking would be checked after the roof is removed. Vice Mayor Keen inquired if insulation was included in the bid. City Manager Sorah responded that it was included. Mayor Powers also asked how long the warranty period of the new roof was. Staff responded that the warranty period was twenty years. Vice Mayor Keen then asked if future changes for central heat and air units had been considered. Also, Mayor Powers inquired if the current units were located on the roof. City Manager Sorah responded that staff preferred to retrofit for any required changes in the future if required. He also clarifred that the current units are not located on the roof and discussed the current location of the units. Special City Council Meeting November 17,2014 Page2 of2 Vice Mayor Keen moved to approve this Resolution, and Councilwoman Dolan seconded. The motion passed by a unanimous roll call vote.
