CITY COUNCIL WORK SESSION
September 22,2020
The City of Bristol, Tennessee City Council Called Work Session was called to order by Mayor
Mahlon Luttrell on September 22, 2020 at 11:00 a.m. The meeting was held electronically via
Zoom.
Present were Mayor Mablon Luttrell, Vice Mayor Vince Turner, Councilwoman Margaret
Feierabend, Councilman Chad Keen, and Councilwoman Lea Powers.
Others present were City Manager William Sorab, City Attorney Danielle Smith, City Recorder
Tara Musick, Director of Development Services Tim Beavers, Director of Economic Development
Tom Anderson, Director of Community Relations Jon Luttrell, Director of Parks and Recreation
Terry Napier, Planning Services Manager Cberitb Young, and Information & Technology Director
Shane Vamey.
The agenda for the meeting included the following items for discussion, with no formal action
being taken.
1. Discussion of Necessity for Conducting Electronic Meeting - Ms. Smith reviewed the
legal requirements and all council members voted yes to holding the meeting
electronically.
2. BTCS Request for Moratorium on State Standardized Testing for 2020-2021 School
Year
3. NETWORKS Sullivan Partnership - Discussion of Regionalism Initiative
4. Presentation of Llistoric Design Guidelines
5. Discussion of Residential Development Incentives
6. Discussion of Amendment to Beer Ordinance to Allow Delivery Service
7. Proposed Sullivan County Multi-Hazard Mitigation Plan Amendment
There being no further business, the meeting was adjourned at 2:16 p.m. by Mayor Luttrell.
