CITY COUNCIL WORK SESSION
November 24, 2020
The City of Bristol, Tennessee City Council Work Session was called to order by Mayor Mahlon
Luttrell on November 24, 2020 at 11:01 a.m. The meeting was held electronically via Zoom.
Present were Mayor Mablon Luttrell, Vice Mayor Vince Turner, Councilwoman Margaret
Feierabend, Councilman Chad Keen, and Councilwoman Lea Powers.
Others present were City Manager William L. Sorab, City Attorney Danielle Smith, City Recorder
Tara Musick, Director of Development Services Tim Beavers, Director ofEconomic Development
Tom Anderson, Director of Community Relations Jon Luttrell, Director of Parks and Recreation
Terry Napier,Information Technology Senior Manager Shane Vamey,Planning Services Manager
Cherith Young, and Community Development Specialist Christina Blevins. In addition, Mr. Gary
Mayes and Dr. Stephen May ofthe Sullivan County Regional Health Department; Leah Ross, Kim
Davis and Brett Davis of the Birthplace of County Music; and Alicia Phelps of the Northeast
Tennessee Tourism Association were present.
Discussion of Necessity for Conducting Electronic Meeting - Ms. Smith reviewed the legal
requirements to conduct the meeting electronically. Councilwoman Powers made a motion to hold
the meeting electronically due to the coronavirus pandemic, and Vice Mayor Turner seconded the
motion. All council members voted yes to holding the meeting electronically.
The agenda for the meeting included the following items for discussion, with no formal action
being taken.
1. COVID-19 Update by Sullivan County Regional Health Department
2. Presentation by Birthplace of County Music-Program Update and COVID-19 Impact
3. Presentation by Northeast Tennessee Tourism Association
4. Discussion of Community Development Block Grant CARES Act- Round 3 Funding
5. Discussion of 2021 Tri-Cities Legislative Policy
6. Discussion ofProposed Rezoning ofProperty Located at 1741 & 1745 King College Road
7. Discussion of Proposed Rezoning of 837 Hill Street
8. Discussion of Proposed R-E District Text Amendment to the Zoning Ordinance
9. Presentation of Proposed 2021 City Council Meeting Calendar
A review of Rules and Procedures ofthe City Council was on the agenda hut was postponed until
a later date.
City Manager Sorah discussed upcoming meeting and events.
Community Relations Director Jon Luttrell presented the format for development of a microsite to
promote the livahility of the City of Bristol, Termessee.

There being no further business, the meeting was adjourned at 2:48 p.m. by Mayor Luttrell.
