MINUTES OF THE CITY OF BRISTOL,TENNESSEE CITY COUNCIL WORK SESSION December 15, 2020 The City of Bristol, Tennessee City Council Work Session was called to order by Mayor Mahlon Luttrell on December 15, 2020 at 11:00 a.m. The meeting was held electronically via Zoom. Present were Mayor Mahlon Luttrell, Vice Mayor Vince Turner, Councilwoman Margaret Feierabend, Councilman Chad Keen, and Councilwoman Lea Powers. Others present were City Manager William L. Sorah, City Attorney Danielle Smith, City Recorder Tara Musick, Director of Administration Mary Lee Williams, Director of Development Services Tim Beavers, Director of Economic Development Tom Anderson, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Terry Napier, Chief of Police Blaine Wade, Information Technology Senior Manager Shane Vamey, and Business Development Specialist Matt Garland. Discussion of Necessity for Conducting Electronic Meeting - Ms. Smith reviewed the legal requirements to conduct the meeting electronically. Vice Mayor Turner made a motion to hold the meeting electronically due to the coronavirus pandemic and Councilman Keen seconded the motion. All council members voted yes to holding the meeting electronically. The agenda for the meeting included the following items for discussion, with no formal action being taken. 1. COVlD-19 Update by Sullivan County Regional Health Department 2. Believe in Bristol - COVID-19 Assistance for Food and Beverage Businesses 3. Bristol Housing Authority - Designation of Redevelopment Districts 4. Extension of Families First Coronavirus Response Act(FFCRA) 5. Discussion of Amendments to Open Records Policy 6. Review of Rules and Procedure ofthe City Council 7. Proposed Amendment to School Resource Office MOU City Manager Sorah discussed upcoming meeting and events. Community Relations Director Jon Luttrell provided an update on the Community Livability Marketing Plan. Mayor Luttrell discussed an email from the Sullivan County Tennessee Mayor asking for a motion. The requested motion is for the City of Bristol, Tennessee City Council to authorize their representative on the Board of Directors of Networks Sullivan Partnership to support a statement of the Networks Board supporting the ongoing project of the Blue Ribbon Task Force exploring the benefits of a regional partnership in all areas of economic development for the eight county region. A discussion ofregionalism occurred and the Mayor expressed his desire to work with the other mayors to issue a statement to support regionalism.  City Council Work Session December 15, 2020 Page 2 of 2 Councilwoman Feierabend mentioned the upcoming 4"^ annual Martin Luther King Jr. celebration in January and events. Councilwoman Powers said it had been a tough year and that most people are struggling if not everyone. She feels the City has risen to the occasion and asked everyone to focus on what is important going into the new year. Councilman Keen asked for everyone to keep shut-ins in mind and expressed his pride in our healthcare workers. Mayor Luttrell expressed his thanks to staff for the work produced every day.
