MINUTES OF THE CITY OF BRISTOL,TENNESSEE CITY COUNCIL WORK SESSION February 23,2021 The City of Bristol, Tennessee City Council Work Session was called to order by Mayor Mahlon Luttrell on February 23, 2021 at 11:00 a.m. The meeting was held electronically via Zoom. Present were Mayor Mablon Luttrell, Vice Mayor Vince Turner, Councilwoman Margaret Feierabend, Councilman Chad Keen, and Councilwoman Lea Powers. Others present were City Manager William L. Sorab, City Attorney Danielle Smith, City Recorder Tara Musick, Director of Community Relations Jon Luttrell, Director of Development Services Tim Beavers, Director of Economic Development Tom Anderson, Fire Chief Mike Carrier, Director of Parks and Recreation Terry Napier, Police Major Matt Austin, Information Technology Senior Manager Shane Vamey, Planning Services Manager Cherith Young, and Transportation Engineer David Metzger. Discussion of Necessity for Conducting Electronic Meeting - Ms. Smith reviewed the legal requirements to conduct the meeting electronically. Councilwoman Powers made a motion to hold the meeting electronically due to the coronavirus pandemic, and Councilwoman Feierabend seconded the motion. All council members voted yes to holding the meeting electronically. The agenda for the meeting included the following items for discussion, with no formal action being taken. 1. Review of Fiscal 2022- 2026 Capital Improvement Plan 2. Proposed Text Amendment-Zoning Ordinance Section 217 Special Use Permits 3. Proposed Right-of-Way Abandonment- Willow Street West of Kentucky Avenue 4. Rezoning Request- 121 Bluff City Highway 5. Armexation Request- 2467 Weaver Pike 6. Tourism Market Plan Proposal 7. City Council Goals & Objectives Discussion City Manager Sorah discussed upcoming meeting and events. There being no further business, the meeting was adjourned at 2:10 p.m. by Mayor Luttrell.
