CITY COUNCIL WORK SESSION
March 23,2021
The City of Bristol, Tennessee City Council Work Session was called to order by Mayor Mahlon Luttrell
on March 23, 2021 at 11:00 a.m. The meeting was held in the gymnasium of the Slater Center and
electronically via Zoom.
Present in person were Mayor Mahlon Luttrell, Vice Mayor Vince Turner, and Councilwoman Lea
Powers. Councilwoman Feierabend and Councilman Keen were present electronically via Zoom.
Others present were City Manager William L. Sorah, City Attorney Danielle Smith, City Recorder Tara
Musick, Director of Community Relations Jon Luttrell, Director of Development Services Tim Beavers,
Director ofEconomic Development Tom Anderson,Director ofParks and Recreation Terry Napier,Police
Major Matt Austin, and Information Technology Senior Manager Shane Vamey.
Discussion of Necessity for Conducting Electronic Meeting - Ms. Smith reviewed the legal requirements
to conduct the meeting electronically. Councilwoman Powers made a motion to hold the meeting
electronically due to the coronavirus pandemic, and Vice Mayor Turner seconded the motion. All council
members voted yes to holding the meeting electronically.
The agenda for the meeting included the following items for discussion, with no formal action being taken.
1. Discussion of Refunding Series 2012, Series 2014, and Series 2015 Bonds presented by Mr. Scott
Gibson with Cumberland Securities
2. Discussion of Destination Marketing Organization led by Mr. Mark Shore of Shoreline Insights
Group, LLC
3. Discussion of Ordinance Prohibiting Smoking in Public Recreation Facilities with Ms. Melony
Ison, ofthe Sullivan County Anti-Drug Coalition, discussing the adverse health effects of second
hand smoke on children
4. Discussion of Fiscal 2022 Goals & Objectives Program led by City Manager Sorah
5. Report on "Bristol is Ready" Marketing Campaign by Mr. Matt Bolas of The High Road Agency
City Manager Sorah discussed upcoming meeting and events.
Residential development in the Hooker Road area of Sullivan County, Tennessee was discussed and the
methods to fund expansion of utility services to this area.
There being no further business, the meeting was adjourned at 3:59 p.m. by Mayor Luttrell.
