CITY COUNCIL MEETING
July 8,2025
CALL TO ORDER:
The City of Bristol, Tennessee City Council meeting was called to order by Mayor Mark Hutton on
Tuesday, July 8, 2025, at 6:00 P.M. in the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Mark Hutton, Vice Mayor Vince Turner, Councilwoman Rae Akard, Councilwoman
Margaret Feierabend, and Councilwoman Lea Powers.
Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee
Williams, Director of Community Development and Planning Cherith Young, Director of General Services
Russell Whitaker, Director of Economic Development Tom Anderson, Fire Chief Mike Carrier, Police Chief
Matt Austin, Director of Finance Hollie Verran, Director of Community Relations Jon Luttrell, Director of
Parks and Recreation Mike Mains, IT Network Technician Nick Fugate, Legal Intern Elijah Decker,
Accounting and Budget Manager Sheridan Perumal, Director of IT Greg Cross, and other members of City
staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Jeremy Burden, Senior Pastor of First Christian Church, gave the invocation and led the pledge of
allegiance.

PROCLAMATIONS AND RECOGNITIONS:
Parks and Recreation Month - Councilwoman Margaret Feierabend presented a proclamation
designating July 2025 as Parks and Recreation month. Mike Mains, Director of Parks and Recreation,
was in attendance to accept the proclamation. Mr. Mains thanked Council for the recognition. He stated
he has been with the City over a year and Parks and Recreation is making an impact on improving the
quality of life for everyone in the community. Over this past year, staff have worked hard to create
numerous events. Approximately 25 softball, baseball and soccer tournaments have been added to the
Whitetop facility along with Girls on the Run and the local Little League which has begun using that
facility. There will be more activities this fall including coed softball. The Bristol Pickleball Park has
created an opportunity for the best players in the world to come to Bristol and take part in a weekend
tournament which is nationally televised. He encouraged everyone to visit the Nature Center which
provides great opportunities for educating our kids and youth about local nature. He listed several new
events that focus on kids and youth such as family nights at Slater, the splash pad. Grill and Chill with
Dad, 3D print shop, Mother's Day Magical Evening, Thanksgiving bake-off, the Monster Mash, Royal Tea
Party, Kids in Motion, and Popsicles in the Park. All the Departments work together in creating
partnerships with groups like Little League, Library, Appalachian Literacy Foundation, Friends of Steele
