Carol Taylor The Community Development Advisory Committee meeting was called to order by Ella Kane at 6:30 p.m. on March 12,2013, at the Bristol, Telmessee Annex Conference Room. MINUTES: Hattye Broady moved that the minutes of the January 8, 2013, meeting be approved; seconded by Donna Felty; motion calTied unanimously. Shari Brown introduced new Community Development Specialist Mindy Bowman. Mindy began work on February 11. She was previously employed by the First Telmessee Development District, and has worked on HOME Consortium projects for the past six years. BUDGETS: Mindy Bowman presented 2013-14 Budgets for both CDBG and HOME with a projected decrease of 5.1 %. CDBG projects include Admin, Rehab/Reconstruction, Clearance and Demolition, Believe In Bristol/Main Street and the YWCA Daycare Center. Estimates include $148,476 in new grant funds, $12,000 projected Program Income and $116,638 in canyover funds from 2012-13 for a total available of$277,114. HOME funding for Bristol, Tennessee includes $66,467.21 for Homeownership and $28,664.86 for Administration TRAINING: Mindy Bowman reported that she attended the Council of State Community Development Agency Community Development Managers training in Washington, D. C on February 24-27, 2013. Some of the topics that were discussed at the conference were projected 5.1 % cuts to the CDBa and HOME programs. A new program will be introduced by the President - Project Rebuild - would be based off the NSP program. This program would budget $15 million to help purchase, rehab, and redevelop property that had been foreclosed, abandoned or vacant. She also stated that future funding should focus onjob creation and the homeless. Partnerships are also an important part of future projects because of reduced budgets. OLD BUSINESS: Emergency Solutions Grant - Mindy Bowman reported that she had attended the THDA ESG meeting in Nashville, Tennessee to pick up the Agreement between THDA and the City which then was approved at the March 5th City Council meeting. Subrecipient Agreements with Abuse Alternatives and the Salvation Army of Bristol have been signed by the City and are being signed by the Agencies. The term of the grant is March 1,2013 through February 28, 2014. NEW BUSINESS: • As of March 1, 2013, eight families have been assisted into homeownership with HOME ConsOliium funds. • A contract is being signed with E. Luke Greene for the demolition of a house at 930 Hill. The house will be demolished by the end of April. • The demolition at 2816 Anderson Street Extension would be advertised and bid out by the end of March. • Rehab projects at 1224 Windsor Avenue and 833 East Mary Street have been looked at by Bill Masoner at the First Tennessee Development District. The write-ups are being worked on and should be ready to bid out in April, • Shari Brown reported that program income of approximately $130,000 may be received in the near future from the sale of the old Green property on Volunteer Parkway. NSP funds that were allocated to Bristol were utilized to demolish several structures. Shari presented several possibilities for the use of the funds that are required to meet CDBG- eligible guidelines. One possibility is to provide architectural drawings to nonprofits or for-profit developers to construct affordable homes on lots where dilapidated structures have been removed. Tim Mathison asked if the homes would be for low-income families . Shari stated they would be within HUD-eligible income guidelines which serve low to moderate income families. Also discussed was the problem with getting clear title or title insurance for property that has numerous liens against it. ANNOUNCEMENTS • Bristol Organizations Volunteer Breakfast will be held on April 26, 2013 at Shoney's on Lee Highway from 7:30-9:00 a.m. • Ella asked that everyone keep Jamie Vance in their prayers as he cares for his father. • Ella asked everyone to keep Christina and Eric Blevins in their prayers - Wishes for Winston, their baby boy who was born with heart problem. • The next CDAC meeting will be held April 9,2013 at Fatz at 6:00 p.m. 2
