The Community Development Advisory Committee meeting was called to order at 6:30 p.m. on
January 15, 2015, at the Bristol, Tennessee Annex Conference Room.
MINUTES: Minutes from the last meeting were not available due to .
PARTNERSHIP: Ella Kane introduced Melisa Miller from Appalachia Service Project.
Melisa described what work ASP provided to our community and the Appalachia’s. They
provide minor repair programs, reconstructions, and new constructions for low income families.
ASP is a faith based organization. Their goal is to make homes warmer, safer, and drier. She
also described the partnerships they have with local governments and businesses. They use these
partnerships to help local governments spread their money, so they have less invested and can
provide more assistance to more families. Mindy Bowman stated that Bristol would be
partnering with ASP on two reconstructions in early summer. $12, 500 of CDBG funds would
be used for each project and ASP would use Federal Home Loan Bank funds for the rest of the
funding.
OLD BUSINESS:
CDBG Policy and Procedures- staff submitted the updated CDBG Policy and Procedures
for the committee to review. The committee made several suggestions and staff said they
would make the corrections and vote on polices at the next meeting.
CDBG Projects- staff explained the budget and told the committee that ASP would be
providing the construction on two homes. The rest of the funds would be used on the
emergency repairs and other rehab projects.
TDEC Energy Efficiency Assistance Program- staff updated the committee on the
program. TDEC had asked to approve all contract signing documents and this was
holding the project up. Mindy Bowman stated that the first five homes had been bid out
and contracts would be signed soon. The second round of homes was to be bid out on
January 23. The third round of homes would be looked at next week
UPDATES
e Consolidated Plan was due May 15, 2015. Mindy told the board that there would be a
Public Meeting on January 26, 2015 at 5:30 at the Bristol Public Library. She also stated
the there was a survey on the city’s website that would provide information for the
Consolidated Plan. She encouraged everyone to take part in the survey.
ANNOUNCMENTS
Mindy Bowman apologized for the last meeting and told the committee that she was not
herself due to a discuss before the meeting. She explained about an email that was
received by everyone in December. She also announced that she would be resigning as
of January 30. She thanked the committee for all their hard work and her appreciation for
the committee.
The next meeting is scheduled for February 10, 2015, but may be rescheduled due to
staffing change. Mindy said she would email everyone before she left to let them know.
There being no further business, the meeting was adjourned at 7:34 p.m.
