BRISTOL TENNESSEE EMERGENCY COMMUNICATIONS DISTRICT BOARD OF DIRECTORS’ MEETING December 16, 2015 ITEM 1. Roll Call All present except Todd Muncy. Attorney A.D. Jones also present. ITEM 2. Recognize Guests There were no guests in attendance. ITEM 3. Minutes of Previous Meeting – November 18, 2015 Tim Eads made a motion, seconded by Dwayne Honaker, to approve the minutes of the November 18, 2015 meeting. All voted in favor. ITEM 4. Financials A. Receipts & Expenditures The receipts and expenditures were passed to each Board member for their review. B. Treasurer’s Report Treasurer David Warren, reviewed the monthly balance sheet, financial report, and budget report. Wallace Elliott made a motion, seconded by Jim Messimer, to approve the Treasurer’s reports. Roll call vote: Eads – yes, Elliott- yes, Honaker – yes, Messimer – yes, Muncy – absent, Wade – yes, Warren – yes. Motion passed. C. Report on CD’s Mr. Jones reviewed the rates at First Bank. They offer a 24 month CD at .55% and a 36 month CD at .75%. He stated the rate offered by Regions Bank and Renaissance Bank were lower than the previous offer from Citizens Bank. After discussion, Wallace Elliott made a motion, seconded by Jim Messimer, to retain the two existing CD’s at Citizens Bank with the 24 month .8% renewal rate. Roll call vote: Eads – yes, Elliott- yes, Honaker – yes, Messimer – yes, Muncy – absent, Wade – yes, Warren – yes. Motion passed. Mrs. Smelser asked the Board about the possibility of moving the First Tennessee savings account because of the low interest being paid. After discussion, the Board decided to wait until January to consider any action on the three existing savings accounts. Mrs. Smelser is going to research with the Comptroller’s Office and the TECB any restrictions that may prevent the Board from using an out of state bank. She will report her findings at the next meeting. ITEM 5. Old Business A. Report on Operations & Equipment 1. Overview of Operations  BRISTOL TENNESSEE EMERGENCY COMMUNICATIONS DISTRICT BOARD OF DIRECTORS’ MEETING December 16, 2015 a. Daily Operations It has been a busy month for Communications. Overall, operations are going well. b. Update on Upgrade to New Protocol/Total Response Mrs. Smelser and Chief Carrier met with the Dr. Backus, our medical director, last Wednesday evening concerning the new Total Response protocols. He is in the process of reviewing the protocols. Once he has approved them or made his recommendation for any changes, we are ready to go live with the new system. c. Personnel Two new dispatchers began training the week of November 23, 2015. There are 2 others in the background process. Ms. Shaffer will be taking FMLA on January 27th and will be out for approximately 15 weeks. Mrs. Bales will be retiring on January 19, 2016. We are working with the City Human Resource Department to schedule the orientation and testing in January. d. Update on Next Gen 911 Equipment There have been two momentary outages since the last Board meeting in November. The TECB and Century Link are aware of the outages and working on the reports. The Aurora stat package is still not producing accurate data and Mrs. Smelser is going to meet with Airbus and Century Link representatives in January concerning a possible solution. e. Update on Pictometry Mr. Jones has reviewed and approved the Pictometry contract. Mrs. Smelser will take care of signing and returning this document to Pictometry tomorrow. We expect the flyover will be scheduled for early spring. f. Update of 2003 Vehicle The City of Bristol has agreed to purchase the 2003 Ford Explorer for $2,000. Mrs. Smelser provided the City with an invoice yesterday and as soon as payment is received, she will sign over the title and cancel the insurance. B. Statistics Mrs. Smelser stated that she had advised the Board she would be providing them with the 2015 statistics at this meeting. However, once she had produced and reviewed the statistics out of the Aurora software, she found they were not accurate. She did a comparison of data for January through the end of November for the past five years. Our five year average was 135,045 and 2015 showed on 75,108 calls. She forwarded the data comparison to Century Link and has advised them we would not accept the software due to the inaccuracy of the data. ITEM 6. New Business ITEM 7. Discussion Items ITEM 8.
