BRISTOL TENNESSEE EMERGENCY COMMUNICATIONS DISTRICT BOARD OF DIRECTORS’ MEETING October 18, 2017 ITEM 1. Roll Call Wade- p Eads – p Elliott – p Honaker –p Messimer – p Miller- a/e Warren – a/e ` Also present – Shaun Antonino and Daniel Graham ITEM 2. Recognize Guests No guests present. ITEM 3. Minutes of Previous Meetings – September 20, 2017 Jim Messimer made a motion, seconded by Wallace Elliot, to approve the September 20, 2017 minutes. All voted in favor. ITEM 4. Financials A. Receipts & Expenditures All receipts were passed to each Board member for their review and the proper signatures. B. Treasurer’s Report Lt. Shaun Antonino reviewed the balance sheet, monthly financial and monthly budget reports. Tim Eads made a motion, seconded by Jim Messimer to approve the reports as presented. Roll call vote: Eads – yes, Elliott – yes, Honaker –yes, Messimer – yes, Miller-absent, Wade – yes Warren – absent. Motion passed. C. Citizens Bank CD’s were rolled over at the same rate of .08% prior to expiration. The Citizens bank rate was the highest that was found. ITEM 5. Old Business A. Report on Operations & Equipment 1. Overview of Operations a. Daily Operations Lt. Shaun Antonino has a meeting scheduled for Friday October 19, 2017 at the Washington County 911 district, along with Century Link to discuss all the scheduled outages. b. Personnel There are four active backgrounds being conducted right now for the four openings in communications. Three Previous dispatchers who are now police officers have been scheduled to come back to communications for retraining in case more personnel are needed. Since the new recorder was installed, 911 calls and 7 digit calls were able to be tracked. It will take a few months of stats before we can check accuracy. ITEM 6. New Business A. Citizens Bank savings account will be over the 250k amount next month, the board advised no action will be taken at this time. B. Lt. Shaun Antonino requested to approve the purchase of two PowerPhone Total Response positions for the backup PSAP. Tim Eads made a motion, seconded by Dwayne Honaker to approve the PowerPhone positions. Roll call vote: Eads – yes, Elliott – yes, Honaker –yes, Messimer – yes, Miller-absent, Wade – yes Warren – absent. Motion passed. C. Comtech and Century Link had postponed the site test that was scheduled for October 10, 2017 due to unexpected provisioning work. They will reschedule the site test. ITEM 7. Discussion Items Lt. Shaun Antonino was asked by City Engineer Jeff Tester to be paid a mileage reimbursement for attending the GIS training in Murfreesboro. Due to a back injury, his wife had driven him down to the class in their POV. Dwayne Honaker made a motion, seconded by Tim Eads to approve the millage reimbursement. Roll call vote: Eads – yes, Elliott – yes, Honaker –yes, Messimer – yes, Miller-absent, Wade – yes Warren – absent. Motion passed. ITEM 8. Other Matters ITEM 9.
