B. Treasurer’s Report
Ms. Key reviewed the balance sheet, monthly financial and monthly budget
reports. David Ring made a motion, seconded by Jim Messimer to approve the
report as presented. Roll call vote as follows: Eads – yes, Elliott – a/e, Honaker –
yes, Messimer – yes, Miller – a/e, Ring – yes, Wade – yes. Motion passed.
ITEM 5. Old Business
A. Report on Operations & Equipment
1. Overview of Operations
a. Daily Operations - Things are going well right now. We have
typically only been down one person at a time due to COVID.
b. Personnel – We have started a background investigation on
Elizabeth Lester, replacement for Abigail Artrip. We received
word from Callie Peltier that she has accepted a contingent job
offer from Elizabethton PD as a patrol officer. With that in mind,
we will be continuing on in the process with a second applicant.
We are already working with HR to test again in January.
B. Statistics
Ms. Key reviewed the month of November 2020.
C. 911 Equipment – We received our 911 equipment today. On December 3rd, we
had a conference call with AT&T for the kick-off of our migration. We found out
on that call that AT&T wanted to start the process the week of January 11th,
which means that CallWorks would have to be installed that same week.
CallWorks has been able to reschedule a couple of other sites to make it happen,

so we will now be installing the equipment the week of January 11th. There will
be several weeks of testing with the new equipment and the ESINet, and we are
planning to go live on the ESINet with the new equipment the first week of
February, which is about a month sooner than originally planned.
ITEM 6. New Business
A. Awards presentation – Chief Wade explained that Ms. Key would go ahead and
present Lacey Gross with a Stork pin and certificate, and when the Board is able
to have in-person meetings, Lacey will be invited and recognized by the Board.
