BRISTOL TENNESSEE EMERGENCY COMMUNICATIONS DISTRICT BOARD OF DIRECTORS’ SPECIAL CALLED MEETING July 21, 2021 ITEM 1. Roll Call Dye-p Elliot-p Honaker-p Messimer-p Ring-p Wampler-p Wade – p Jones - p ITEM 2. Recognize Guests New Board members, Adam Dye and Eddie Wampler were recognized as well as Chief of Police, Matt Austin. ITEM 3. Minutes of Previous Meetings for June 17, 2021 Minutes approved as presented. ITEM 4. Financials A. Receipts & Expenditures B. Treasurer’s Report David Ring reviewed the balance sheet, monthly financial and monthly budget reports. Bank statements and reconciliations were presented. The three (3) journal entries for the month of June were presented to the board by Ms. Key. David Ring made a motion, seconded by Jim Messimer to approve the report as presented. Roll call vote as follows: Dye – yes, Elliott – yes, Honaker – yes, Messimer – yes, Ring – yes, Wampler – yes, Wade – yes. Motion passed. ITEM 5. Old Business A. Report on Operations & Equipment 1. Overview of Operations a. Daily Operations - Things are going well right now. Motorola has made a couple of updates to the equipment to address the issues with the gateways that are causing problems with the admin lines. The issues seems to be resolved. b. Personnel – We currently have 2 in training, and we have 2 in the background process for 1 opening. We are scheduling the next test for September. c. B. No new business. ITEM 7. Discussion Items A. Audit – Mrs. Key advised that the auditors have began working on our FY21 audit. Confirmation letters are going out from Brown Edwards, and Mrs. Key has started uploading files to the auditors. B. David Ring Expressed his desire to see the dispatchers receive better pay. He asked that Mrs. Key collect some information and present it back to the board, to see if there is any disparity in our pay versus our neighboring agencies. The requested information is:  The hourly pay for dispatchers at Sullivan County, Kingsport, and Washington County, TN centers.  The cost of training.  The number of dispatchers that we have lost due to the pay. ITEM 8. Other Matters - None ITEM 9. Citizens and Delegations Presentation - None ITEM 10. Next meeting August 18, 2021 in the Police Conference Room.
