Agenda Additions: Two additions to the agenda were approved by Board consent: New Business- Item B: Virginia FY 2014-2015 Unified Planning Work Program New Business- Item C: VDOT Functional Classification of Highways Update Approval of Minutes: There being no additions or corrections to the minutes of August 13, 2012; Mayor Wells moved to adopt the minutes as submitted, seconded by Ambre Torbett, motion carried unanimously. Comments from the Public: None Old Business: None New Business: A. FY 2011-2014 Transportation Improvement Program Amendment #5 Rex Montgomery presented Amendment #5 to the Transportation Improvement Program (TIP). Amendment #5-Item A programs funding for right-of-way on the East Cedar Street reconstruction in Bristol, Tennessee. A total of $300,000 is allocated for the ROW phase. This consists of $240,000 in local Surface Transportation Program (STP) funding and $60,000 provided by local match. Amendment #5-Item B programs FY 2014 Bristol, Virginia transit capital funding requested from the Virginia Department of Rail and Public Transportation. A total of $100,000 has been allocated for the purchase of one transit bus and three passenger shelters. Project funding consists of Surface Transportation Program (STP) funds flexed to FTA at 80% Federal, 10% State, and 10% local monies. The Board discussed each item for clarification. There being no additional discussion, Vice-Mayor Odum moved to adopt Resolution 13-01 approving Amendment #5 to the FY 2011-2014 Transportation Improvement Program, seconded by Jack Qualls, motion carried unanimously. B. FY 2014-2015 Unified Planning Work Program Rex Montgomery presented the FY 2014-2015 UPWP for Virginia. Virginia requires the UPWP to be approved prior to the July 1 start of the [Virginia] fiscal year. As a result, Resolution 13-02 pertains to the Virginia portion of the UPWP only. Approval of the UPWP would be contingent on Federal and State agency review and comments. Work Program priorities discussed included the implementation and MAP-21 requirements, modifications to the MPO planning boundary, and preliminary activities for the next long-range transportation plan update. It was noted the Tennessee Work Program and funding would be presented to the Board at a later date for approval. The Board discussed the current status of the Census 2010 urbanized area designations and the impacts to the MPO planning area and jurisdictions. There being no further discussion, Mayor Wells moved to adopt Resolution 13-02 approving the Virginia FY 2014-2015 Unified Planning Work Program, seconded by Vice-Mayor Odum, motion carried unanimously. Page 2 C. Virginia Functional Classification of Highways Update Rex Montgomery explained the concept and requirements for the Federal Functional Classification of Highways. Currently, VDOT is in the process of updating the statewide functional classifications and is requesting the MPO’s review the proposed revisions. Discussion incurred about the potential impacts any revisions in roadway classification might have on the state maintenance funds allocated to the City of Bristol, Virginia. Pending further review of the proposed changes, adoption of the Virginia update to the Federal Functional Classification of Highways [Resolution 13-03] was deferred to the next scheduled MPO Board meeting. Other Matters of Mutual Interest: Item 1 - Jack Qualls, with the TDOT Office of Community Transportation, provided an overview on the responsibilities of the newly created Office of Community Transportation. Item 2 – Rex Montgomery provided an update and status report for the on-going transportation projects in the MPO planning area. Item 3 - The next meeting for the MPO Executive Board was scheduled for August 6, 2013 at 1:00 p.m. Adjournment: There being no further business to discuss, the meeting was adjourned. Page 3
