Easley Annex Building, Bristol, Tennessee. Approval of Minutes: Bill Sorah moved to adopt the minutes of February 8, 2018 as submitted; seconded by Donny Necessary; motion carried unanimously. Comments from the Public: None Old Business: None New Business: Item A: Amendment 1 to the FY 2018-2019 Unified Planning Work Program [Presented by Rex Montgomery] The Unified Planning Work Program (UPWP) identifies the MPO’s annual transportation planning activities for the fiscal year. The Executive Board adopted a 2-year UPWP for fiscal years 2018 and 2019 on August 10, 2017; however, the funding allocations for FY 2019 were estimated. Amendment #1 pertains to the Virginia portion of the UPWP and incorporates the final funding allocation from VDOT for FY 2019. There being no discussion, Supervisor McCall moved to adopt Resolution 18-03 approving Amendment #1 to the FY 2018-2019 UPWP; seconded by Vice-Mayor Wingard; motion carried unanimously. Item B: Virginia Smart Scale Endorsements [Presented by Rex Montgomery] Smart Scale requires the Commonwealth Transportation Board to utilize a prioritization process for selecting and funding transportation projects. Applications for the current Smart Scale funding cycle are due August 1. As part of the application process, the eligibility for jurisdictions to apply for Smart Scale funding requires support from the MPO. The following jurisdictions have requested project endorsement: Bristol City Project: Intersection of Oakview Avenue, Moore Street and Martin Luther King Jr. Boulevard roundabout. Project: Intersection of US 11 (Lee Highway) and Euclid Avenue roundabout. Project: Widen US 11 (Lee Highway) between Alexis Drive and Old Airport Road. Town of Abingdon Project: US 11 (Lee Highway) Access Management between Old 11 Drive and Empire Drive. Project: Extension of French Moore Boulevard to Cook Street. Washington County Project: Relocation of Maringo Road approach at US 58/US11 to align with Falcon Place Boulevard. Project: Intersection of US 11 and US 58 (Jeb Stuart Highway) roundabout. Project: Widen US 11 (Lee Highway) from the Highlands Center Drive to Old Dominion Road. Project: Route 19 Access Management Improvements from Town Limits to Route 633 (Black Hollow Road). Each project was discussed. Donny Necessary (VDOT) provided addition project descriptions as needed in response to questions. There being no further questions, Mayor Lowe moved to adopt Resolution 18-04, approving endorsement of Smart Scale projects; seconded by Supervisor McCall; motion carried unanimously. Item C: Performance Measures Planning Agreement [Presented by Rex Montgomery] A key feature of the Moving Ahead for Progress in the 21st Century (MAP-21) was the establishment of a performance-based planning and programming. As part of this process, The Metropolitan and Statewide Planning Regulations requires the MPO, State, and public transportation providers to jointly agree upon and establish written provisions for the implementation and administration of the performance-based planning processes. The deadline for this written agreement to be in place is May 27, 2018. In response to this requirement a Memorandum of Understanding (MOU) has been developed to address data collection and sharing, the process of developing performance targets, and reporting performance measures in accordance with applicable regulations. Because TDOT and VDOT have varied Page 2 methodologies as well as independent targets identified for performance measures, a separate MOU has been developed for each DOT. There being no discussion, Mayor Lowe moved to approve execution of the Memorandum of Understanding with TDOT and VDOT; seconded by Donny Necessary; motion carried unanimously. Other Matters of Mutual Interest: Item A: Public Transportation Mike Mucha (DRPT) provided an update on Mountain Lynx Transit, which is now approved by FTA as a designated recipient for urban area funds for the Town of Abingdon transit service. Candice Gump also indicated NET Trans had also been approved by FTA as a designated recipient for urbanized area funds. This designation authorizes these rural agencies to apply for FTA Section 5307 Urbanized Area Formula funds to provide transit service within the Bristol Tennessee/Virginia Urbanized Area. Item B: Commonwealth Transportation Board Donny Necessary provided the schedule for the Commonwealth Transportation Board meetings May 14-16 in Abingdon and Marion.
