Easley Annex Building, Bristol, Tennessee. Approval of Minutes: Supervisor McCall moved to adopt the minutes of August 9, 2018 as submitted; seconded by Troy Ebbert; motion carried unanimously. Comments from the Public: None Old Business: None New Business: Item A: Amendment #9 FY 2017-2020 Transportation Improvement Program [Presented by Rex Montgomery] TIP Amendment #9 programs Transportation Alternatives grant funds awarded to the City of Bristol, Tennessee by the Tennessee Department of Transportation. The funding will be utilized to construction sidewalks along Bluff City Highway from the intersection of Lavender Lane to Tennessee High School on Edgemont Avenue. The grant award provides $716,674 in Federal funds for the project. When matched with $179,169 in local funding, a total project budget of $895,843 is programmed for the sidewalk improvements. Because this is a new start project and utilizes Federal funding, the project is required to be programmed in the MPO’s Transportation Improvement Program. There being no additional discussion, Bill Sorah moved to adopt Resolution 18-10 approving Amendment #9 to the Transportation Improvement Program; seconded by Councilman Bradley; motion carried unanimously. Item B: Performance Targets for Infrastructure Condition and System Performance [Presented by Rex Montgomery] A key feature of the Moving Ahead for Progress in the 21st Century (MAP-21) was the implementation of performance-based planning and programming. As part of this process, State DOTs and MPOs are required to establish baseline data and adopt performance targets in reference to Safety Performance Measures (PM1), Infrastructure Condition (PM2), and System Performance Measures (PM3). The MPO previously adopted Safety Performance Targets at the November 9, 2017 Executive Board meeting. Infrastructure Condition (PM2) is in reference to pavement and bridge performance measures. State DOTs and MPOs must define targets for the following performance measures: Percent of Interstate Pavement in Good Condition Percent of Interstate Pavement in Poor Condition Percent of Non-Interstate National Highway System (NHS) in Good Condition Percent of Non-Interstate NHS in Poor Condition Percent of NHS Bridges by Deck Area in Good Condition Percent of NHS Bridges by Deck Area in Poor Condition System Performance (PM3) is in reference to travel-time reliability and emissions (Note: Performance measures for emissions are not applicable to the Bristol MPO). State DOTs and MPOs must define targets for the following system performance measures: Percent of Reliable Person-Miles Traveled on the Interstate Percent of Reliable Person-Miles Traveled on the Non-Interstate NHS. Truck Travel Time Reliability Index Page 2 Both the Tennessee Department of Transportation and Virginia Department of Transportation have defined performance targets for PM2 and PM3. Each state’s performance targets were reviewed and discussed with the Board Due to the technical requirements to define targets for infrastructure and system performance, staff recommended the Bristol MPO support the TDOT and VDOT performance targets for PM2 and PM3. There being no further discussion, Bill Sorah moved to adopt Resolution 18-11, supporting the performance targets established by TDOT; seconded by Troy Ebbert; motion carried unanimously. Councilman Bradley moved to adopt Resolution 18-12, supporting the performance targets established by VDOT; seconded by Donny Necessary; motion carried unanimously. Other Matters of Mutual Interest: Item A: TDOT Project Priorities [Presented by Rex Montgomery] The Tennessee Department of Transportation annually develops a three- year work program that identifies infrastructure improvements programmed for funding. The proposed North-South Connecter (from US 11E near Bristol Motor Speedway to US 11W near Pinnacle Parkway) is identified for consideration in the upcoming FY 2020-2022 Work Program. Consensus of the Board was to support this project for funding. General discussion occurred on TDOT’s project development process and timeframe. An update on other on-going TDOT projects was provided by Mike Russell. Item B: 2019 Meeting Dates MPO meeting dates for 2019 were scheduled. All meeting times will be 10:00 AM. February 7, 2019 May 9, 2019 August 8, 2019 November 7, 2019 Item C: Annual List of Obligated Projects [Presented by Rex Montgomery] Federal regulations (MAP-21 and FAST Act) requires organizations that are responsible for approving the Transportation Improvement Program to annually publish a listing of federally obligated funds. In response to this requirement, projects that were obligated funds in Federal Fiscal Year 2018 for TDOT, VDOT, and local transit agencies was distributed to the MPO Board for review. In addition, the listing of obligated projects is posted on the MPO webpage. Adjournment: There being no further business to discuss, the meeting was adjourned. Page 3
