Bristol Tennessee Parks & Recreation Advisory Board Meeting January 2, 2014 6:00pm Present: Susie Chandler Sherry Willinger Richard Heller Charlotte Duncan Nelson Lundberg Chris Estep Absent: Jim Goodwin Chris Connally David Akard Staff: Terry Napier Meghan Ricker Guests: Shari Brown Blake Ailor I. Call to Order - Richard Heller II. Invocation – Sherry Willinger III. Approval of November 7, 2013 Minutes – Susie made the motion to accept the minutes. Sherry seconded the motion. Motion carried. IV. New Business A. Parks & Recreation Long Range Plan – Shari Brown and Blake Ailor spoke with the commission about the long range plan. A survey will be taken to get the community’s input. The survey will be on-line, and on BTN-TV. B. Monthly meetings – The Commission will go back to monthly meetings during this planning process. C. New Tennis Court Plans/Funding – Waiting to see how the plans for a new middle school go. D. First Tee Program Enhancement – We will be providing space for them at the golf course. E. Review new fee options – There are several various fees that we need to look at implementing to supplement our programs. F. Review sponsor options – Area sports complexes have sponsorships which help to pay for park maintenance, etc. We need to look at some of these options. G. Formal Acceptance of Resignation – Vivian Tester – Charlotte made the motion to accept the resignation. Susie seconded the motion. The motion carried. V. Old Business A. Board Vacancy - Vivian Tester resigned due to personal reasons. B. Raccoon Vaccinations - The raccoon vaccinations will begin soon. Marshmallows containing the vaccination will be air dropped in SCP for the Raccoon’s to eat. In the second phase the raccoons will be trapped and tested for the antibody.  C. Potential new fees - Beginning January 1st there will be a fee of $120.00 for non-city residents. If you do not live in the City and have Silver Sneakers it will cover the fee. D. Long Range Park Plan - We need new parks! A long range plan will allow us to form a community vision and set long term plans in place. By not having a long range plan, we are not eligible for state and federal grants that could be used to enhance our parks. This plan will include community involvement to make sure we are going in the direction that our citizens desire. E. Wildlife Issues at SCP - Geese at Steele Creek Park are becoming a problem. It is causing erosion on the lake shore, and they are causing damage to the golf course. We have around 500 birds and we may need to look at removal in the near future. F. FY15 Capital Projects – The Capital Projects plan is due in January. This is part of the annual budget process. VI. Comments from Commissioners-None VII. Meeting adjourned at 8:15 pm. VIII.
