CITY OF BRITT – BRITT IOWA –JANUARY 19TH, 2021
The City Council of the City of Britt, Iowa met in pursuant to law and the rules of said Council in special
session/ZOOM meeting at 7:00 o’clock P.M. the 19th day of January 2021. The meeting was called to order by
Mayor Arndorfer, and the following Council members were:
PRESENT: Stacy Swenson, Curt Gast, Karrie Wallen, Paul Verbrugge and Chad Luecht
ABSENT: None
The Mayor presented the agenda for approval. It was moved by Luecht and seconded by Gast to approve
the agenda as presented. A roll call vote was had which was as follows:
Ayes: Swenson, Gast, Wallen, Verbrugge & Luecht
Nays: None
The motion carried.
It was moved by Gast and seconded by Verbrugge that the following items contained in the Consent
Agenda be approved and adopted:
All items listed under the Consent Agenda will be enacted by one motion with a roll call vote. There
will be no separate discussion of these items unless a request is made prior to the time Council votes on
the motion. Consent Agenda items may include any non-controversial subjects.
a. Approve Minutes of the 12/15/2020 Regular Council Meeting
b. Approve Minutes of the 12/23/2020 Special Council Meeting
c. Claim list in the amount of $144,584.08.
d. Approve renewal for a Class B Wine Permit (Carryout Wine – Including Native Wine) with Sunday
Sales for Dollar General Store #4565
A roll call vote was had which was as follows:
Ayes: Swenson, Gast, Verbrugge & Luecht
Nays: None
The motion carried, and the Consent Agenda items were approved and adopted.
The Mayor announced this was the time, date, and place for the public hearing to discuss the Proposed
Change of Zoning Class. The public hearing opened at 7:02 p.m. The Mayor asked the City Clerk whether any
petition had been filed in the Clerk's Office, as contemplated in Section 362.4 of the Code of Iowa, and the
Clerk reported that no such petition had been filed.
The Mayor then asked the Clerk whether any written objections had been filed by any resident or
property owner of the City pertaining to the public hearing to the Proposed Change of Zoning Class. The Clerk
advised the Mayor and the Council that no written objections had been filed. The Mayor then called for oral
objections regarding the public hearing to the Proposed Change of Zoning Class. Whereupon the Mayor
declared the time for receiving oral and written objections to be closed.
Whereupon the Mayor declared the hearing regarding the Proposed Change of Zoning Class was
officially closed at 7:14 p.m. The council stated the ordinance needed to be updated, removing parcel numbers:
2240000043, 2240000045, and 2240000046. The updated ordinance will be presented at the next council
meeting on February 2nd, 2021 for its first reading.
City Administrator Sawyer presented her report. Sawyer, Wes Brown, and Katie Sterk had a Zoom call
with Karrie Darnell of the Iowa DNR and Sara Andre of the State Historical Society of Iowa to discuss whether
or not the existing water tower, scheduled to be replaced, is eligible to be placed on the National Register of
Historic Places. Due to the use of federal funding and age of the tower, due diligence and an environmental
assessment must be completed to confirm it cannot be kept. However, the state has allowed us to proceed with
the project, erecting the new tower next to the existing one. The removal of the tower, if deemed ineligible, will
be removed during the new Water Treatment Plant (WTP) project. Brown was available for questions during
the meeting. Sawyer presented Resolution No. 06-2021 Ordering Bids, Approving Plans, Specifications and
Form of Contract and Notice to Bidder, Fixing Amount of Bidder’s Check, and Ordering Clerk to Publish
Notice and form a Public Hearing on Plans, Specifications, Form of Contract and Estimate of Costs for the
150,000 Gallon Elevated Storage Tank Project. It was moved by Luecht and seconded by Swenson to approve
Resolution No. 06-2021 Ordering Bids, Approving Plans, Specifications and Form of Contract and Notice to
Bidder, Fixing Amount of Bidder’s Check, and Ordering Clerk to Publish Notice and form a Public Hearing on
Plans, Specifications, Form of Contract and Estimate of Costs for the 150,000 Gallon Elevated Storage Tank
Project.

The motion carried. Brown will order the advertisement and collection bids for the 150,000 Gallon Elevated
Storage Tank project. Bids will be opened on February 12th, 2021 at 1:00 p.m. via Microsoft Teams and will be
presented to City Council at the February 16th, 2021 council meeting via Zoom meetings.
Mayor Arndorfer presented his report. Arndorfer stated we received requests for the annual budgetary
grants. The requests came in from those who request each year. We will not be making any decisions at this
time. All decisions will be made during the budget workshop meeting.
Next, Arndorfer discussed the possible replacement of the police vehicle (K-9 unit) that was just sold to
Forest City. They initially priced out a Chevy Tahoe, but the price was higher than expected. They will continue
to look for options and report back to City Council.
With no further business it was moved by Gast and seconded by Luecht to adjourn the meeting. Motion
carried by unanimous vote.
