ADJOURNMENT Page 1 of 8 Committee Item Memo Meeting Date: July 26, 2021 Staff Contact: Tim Wiberg, Village Mananger Department: Village Manager's Office Subject: Introduction of an Economic Development Coordinator Background Information: The Village has begun the recruitment process for a new Director of Community Development. This position is responsible for overseeing the functions of Planning, Building and Economic Development in the Village. Historically, the Village has not developed a formalized strategy or plan for pursuing economic development opportunities, rather the organization reacts to development opportunities as they present themselves. In the Village Board's Strategic Plan approved in 2020, the Board approved several goals related to economic development initiatives, and branding and marketing the Village to attract new business opportunities. To help pursue these goals, the Village Manager is recommending the appointment of a contractual Economic Development Coordinator. GovHR has recommended Cindy Klima for this purpose. Her resume is attached. Her role will be to meet with key stakeholders in the community, review past/current studies and reports, and evaluate the current business conditions in the community, eventually resulting in the creation of an action plan for pursuing a general strategy for pursuing economic development opportunities. Once a new Director of Community Development is named, this person can work collaboratively with Ms. Klima on completing the plan, implement the plan, and help address any future work/tasks that Ms. Klima can provide to the Village. As this is a contractual position, the number of hours worked on Village business can be determined on an as-needed basis, but it is assumed that at the outset she will work two to three days per week on Village business. Funding for this position will come from the salary savings over the past few months of the vacant Director position. Financial Impact: $84 per hour is the contractual rate to GovHR. Village of Niles October 2019 – February 2020 Economic Development, Temporary Position Provide marketing and business development support to Community Development Director, village leadership, businesses partners, consultants and staff. Work to move forward key economic development projects to ensure continued progress by providing research, reporting and communications. Village of Winnetka August 2018- February 2019 Communications and Marketing, Temporary Position Evaluated internal and external communications and marketing efforts. Provided recommendations and action plans to meet leadership goals and expectations and to implement identified opportunities. Work with staff and leadership to identify needs for village website and begin to implement revisions. Set up and expand electronic communications and develop social media opportunities and monitoring. Worked with village leadership on strategic initiatives, developed communication plans and messages to maximize community outreach and engagement. Redesigned and branded all marketing and communications collateral. Illinois Tollway, Downers Grove, Illinois 2015 – 2018 Chief of Communications and Marketing Responsible for the development and execution of internal and external agency communications and marketing efforts. Worked across all agency departments to ensure accurate and consistent messaging, strategic strategies were developed to increase visibility, transparency, articulate customer information and benefits, provide stakeholder information and improve agency image as an industry leader and regional economic engine. Senior manager working directly for agency leadership, managing twelve fulltime employees, five fulltime communication consultants and nearly $1.9 million-dollar annual budget to fulfill external and outreach communication efforts. Klima External Communications and Outreach • Managed all external communication and marketing efforts including 25 targeted email campaigns, corridor materials, annual report, budget hearings and materials, 19 safety events, agency press conferences, customer information to more than 1.6 million I-Pass customers. • Worked with planning and engineering to develop and support customer messaging for daily construction updates, annual construction projects, and all community outreach efforts. • Managed remarks and presentations for leadership and agency staff for nearly 175 industry events and public speaking opportunities in 2017. Marketing and Communications Campaigns • Designed strong agency brand for use by all departments and developed to meet target audiences including the creation of 17 videos and PSAs. • Developed customer campaign to target I-Pass customers who use one transponder for multiple cars. The goal was to increase awareness of new fees, campaign ultimately increased transponder growth by nearly 5%. • Developed targeted messages and campaigns to stakeholders and distributed through social media, stakeholder email campaigns, collateral materials, community outreach, events, roadway signage, newsletters and website. • Worked with the Diversity Department to clarify programs and rebrand the agency’s initiatives. A new marketing strategy and collateral were developed for legislators, stakeholders and media. Media Relations • Worked closely with media partners to deploy information to all stakeholders. Nearly 275 unique local, regional and national media contacts, including ethnic and industry related media outlets. • Managed daily media inquiries, interviews, press conferences, social media posts and tracking. • 145 press releases were developed and distributed to provide agency information on construction, the completion of Illinois Route 390 and other customer related initiatives. Construction Communication • Worked with engineering department and contractors to develop and distribute over 250 construction media alerts and over 60 construction press releases in 2017. • Customer and community outreach materials were developed to support annual construction impacts to customers and surrounding communities including 35 construction fact sheets and 45 project specific maps. Internal Communications • Worked with leadership to support agency board member communications as well as monthly committee and board meetings. This included all presentations, talking points, briefing documents and press relations. • Generated agency employee communications developed employee initiatives and events. • Provide crisis management support for all agency issues. Downers Grove Economic Development Corporation, Downers Grove, Illinois President / Marketing and Communications Director 2007 – 2012 Responsible for the management of the daily operations of the EDC office and staff, the promotion of business retention and recruitment and destination development strategies. Responsibilities included the development of trend and target analytics, program development and collateral materials and community outreach efforts. Several comments were made concerning the memorials planned to honor the county's armed forces. Attached are options provided by Hitchcock Engineering, the designers of the fountain. Board direction is being sought on the final design of the fountain.
