ADJOURNMENT Page 1 of 14  Committee Item Memo Meeting Date: October 11, 2021 Staff Contact: Doug Cooper, Finance Director Department: Finance Subject: Review of Possible Uses of American Rescue Plan Act (ARPA) Funds to be Received by the Village Background Information: As part of the American Rescue Plan Act (ARPA) signed into law in February 2021, the Village is expected to receive approximately $2,489,138.48 in Federal Funds to help mitigate the cost to the Village of the COVID Pandemic. The funds will be received by the Village in two equal installments of $1,244,569.24 in 2021 and 2022. ALLOWABLE COSTS: According to the Congressional Legislation which established ARPA, there are four eligible uses of the funds: 1. To respond to the public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality. 2. To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers. 3. For the provision of government services to the extent of the reduction in revenue due to the COVID–19 public health emergency relative to revenues collected in the most recent full fiscal year prior to the emergency. 4. To make necessary investments in water, sewer, or broadband infrastructure. Spending of the funds can be applied against expenditures incurred from 2021 through December 31, 2024--the Village can use these funds to cover program costs through 2024. Page 2 of 14 PROHIBITED COSTS: ARPA also includes explicit prohibitions on how the funds can be used. The prohibitions include: 1. Deposits to “rainy day” funds or Financial Reserve. 2. Deposits into Defined benefit Pension Funds (Police and Firefighter Funds). 3. Deb Service. 4. Legal Settlements. 5. General Infrastructure Spending, including Roads and Bridges. 6. Non-Federal match for Federal Grant Programs. IDENTIFIED POSSIBLE USES OF ARPA FUNDS Village Staff has identified two categories of expenses to be funded through the ARPA funds: 1. The act allows for the Village to recoup lost revenue that has occurred because of the Pandemic. Total General Fund revenues received in 2019 are compared to the actual revenues collected in 2020, 2021 and 2022 (it is assumed that economic activity will be back to normal beginning in 2023). Based on the Government provided formula, the estimated recoupment of revenues related to the years 2020 through 2023 would be approximately $1.2 million. 2. Provide funding for the full payroll and covered benefits for Essential Workers, including Public Safety Workers, involved in the COVID 19 response—this would be funds used to cover public safety overtime in 2020 and 2021—this amounts to approximately $1.1 million. The total of the two items above amounts to $2.3 million. Other items to consider spending the funds on include: • Purchase of a new ambulance, which is set up for replacement in year 2022 for an estimated cost of $275,000. • Purchase of a new ladder truck scheduled for replacement in 2022 for an estimated cost of $1,250,000. In September 2021, Brookfield was notified by the Federal Emergency Management Agency (FEMA) that the Village was awarded a $761,904.76 Assistance to Firefighter Grant to be used towards the replacement of existing apparatus (ladder/ariel truck). The estimated cost of the purchase of new fire apparatus is approximately $1,250,000. The ARPA funds could be used to cover the remaining $488,095. • Supplement costs involved with water main replacement program—costs of project could range from $500,000 to the entire amount of the ARPA Funds. • Sewer Maintenance/Flood Control Projects. • 50/50 cost sharing program for Residential Flood Control. The Purpose of the Strategic Plan was to establish broad goals for the Village organization to pursue over the course of two years from its development. This presentation is intended to serve as an update for the Board on the various goals established in the Strategic Plan as the Village moves into Fiscal Year 2022.
