ADJOURNMENT Page 1 of 5  Committee Item Memo Meeting Date: September 26, 2022 Staff Contact: Carl Muell, Public Works Director Department: Public Works Subject: Burlington Avenue and Du Bois Boulevard Improvement Update Background Information: In 2020, the Village applied for and was awarded funding from the Surface Transportation Program (STP) for improvements to Burlington Avenue from DuBois Boulevard to Prairie Avenue and on DuBois Boulevard from Ogden Avenue to Burlington Avenue. Hancock Engineering has been preparing a Phase I Project Development Report (PDR) for the improvements. Hancock Engineering has been working with Village staff and Illinois Department of Transportation (IDOT) and are currently addressing the latest round of comments from IDOT. Hancock Engineering initially proposed to install angled parking along the north side of Burlington Avenue from DuBois to Maple but there is a requirement that a backup lane be provided on collector routes and IDOT was unwilling to give a variance for this backup lane. In order to provide the backup lane, pavement widening would have been required on this section. This would have been very costly and would have had a significant impact on the BNSF property. At this stage, all significant comments regarding the scope of work have been addressed and it would be appropriate to enter into a Phase II (Design) Engineering Agreement to continue moving the project forward. The project is currently scheduled to be on the January 2024 IDOT letting with construction taking place between April and November of 2024. The Central Council of Mayors (CCM) has appropriated $2,250,000.00 in FFY 2024 to be used towards Construction and Construction Engineering. The current estimate of costs is as follows: Construction $4,914,395.00 Construction Engineering $540,000.00 Total Cost $5,454,395.00 The Village’s share of the costs is currently estimated at $3,204,395.00. Staff intends to apply for Contingency Funding from the CCM to cover 80% of the costs above the current amount of the grant. Page 2 of 5 SCOPE OF WORK The project will include the following work: • New storm sewer installation from Elm Avenue east to a new outlet into Salt Creek • Repairs to any deteriorated sections of combined sewer • New curb and gutter and pavement reconstruction: a. DuBois Boulevard from Ogden to Burlington b. Burlington Avenue from DuBois to Deyo c. Burlington Avenue from Maple to Prairie • Milling and resurfacing the pavement: a. Burlington Avenue from Deyo to Maple b. Burlington Avenue from Prairie to Grove • Re-alignment of intersection at DuBois Boulevard and Burlington Avenue • New brick paver plaza area by the Congress Park Station • Re-alignment of intersection at Southview Avenue and Burlington Avenue • DuBois Boulevard will be widened by 1’ • Burlington from Maple to Prairie will be widened by 8.5’ PARKING NEEDS One of the items being addressed is to offset some of the parking spaces that will be lost when the property at the southwest corner of Burlington and DuBois is developed. Financial Impact: The financial implications for Phase II Design Engineering Services with Hancock Engineering would be $375,000.00. $50,000.00 for 2022 and $325,000.00 for 2023.
