ADJOURNMENT Page 1 of 4 Committee Item Memo Meeting Date: June 24, 2024 Staff Contact: Libby Popovic, Community Development Director Department: Community Development Subject: Visit Oak Park Presentation to Village of Brookfield Background Information: Annie Coakley, Executive Director of Visit Oak Park, presented before the Economic Development Commission on May 14, 2024, on the benefits of continuing to partner together. Visit Oak Park is the state-certified convention and visitors bureau for Western Cook County, representing a collection of communities outside of downtown Chicago. Its mission is to promote the communities and businesses of Western Cook County, one of which is the Village of Brookfield. In the past, Brookfield has participated as an active member of Visit Oak Park and its businesses and community activities have been promoted on its platforms. Annie Coakley discussed the summer digital campaign, content development, engagement with community partners, and PR training workshops for community partners. Following the presentation, the Economic Development Commission favorably recommended that Brookfield consider investing in Visit Oak Park for 2024. Financial Impact: $5,000 Recommendation(s): Recommend to invest Page 2 of 4 Committee Item Memo Meeting Date: June 24, 2024 Staff Contact: Kate Portillo, Village Planner Department: Community Development Subject: Discussion Regarding Changes to §12-97 of the Village Code Related to Plat of Survey Submittals with Building Permit Applications Background Information: Under §12-97of the Village Code, a plat of survey is required to be submitted with a building permit application, but this section of the Code only reads "a plat of survey made by a certified surveyor and shown thereon the location of the proposed structure on the property". Staff have found that there are many instances when a property owner provides a plat of survey that is twenty years old or more and does not represent as-built conditions. Permit applications are then held pending a property owner securing an updated plat of survey. In an effort to create a clearer expectation that would support a more efficient permit review process, staff proposes that §12-97 be updated with specific parameters regarding an appropriate plat to accompany a building permit application. In an effort to understand the approaches taken in the communities surrounding Brookfield, staff researched plat standards in other communities and the findings are summarized in the chart below. Community Plat Standard showing locations and dimensions of all La Grange Park existing structures and accessory uses La Grange plat must show current, existing conditions recent (no less than 6 months old) plat of Riverside survey Lyons plat of survey (unspecified) Westchester current plat of survey Western Springs current plat of survey Stickney recent plat Broadview plat of survey, no other requirements showing the size, shape and location of the Berwyn existing buildings areas for parking Maywood showing all distances and dimensions Page 3 of 4 accurately figured North Riverside drawn within 6 months of the permit request prepared in the last year or a plat of survey Oak Park showing current conditions may be older than one year As a proposed change to further clarify the Brookfield Code related to building permit applications, staff is recommending the following text change: Sec. 12-97. - Application. Every applicant for a building permit shall file with the chief building inspector a written application, under oath, on a form furnished by the village, with a plat of survey made by a certified surveyor prepared in the last five years that shows the current, as-built conditions and show thereon the location of the proposed structure on the property. Also, such applicant shall file plans showing all general dimensions of structural members and supports and sizes of doors and windows and the purpose for which the building is used, the estimated cost of the proposed building, the name of the owner or his agent, and the name of the contractor. Recommendation(s): Staff recommends that the Village Board review the presented items and determine if it is appropriate to direct the Village Attorney to prepare an Ordinance for vote at the next Village Board meeting.
