OFFICIAL MEETING MINUTES OF A REGULAR MEETING OF THE BOARD OF PUBLIC WORKS HELD ON MARCH 12, 2019 @ 7:00 P.M. IN THE COMMON COUNCIL CHAMBERS OF CITY HALL, 2000 NORTH CALHOUN ROAD, BROOKFIELD, WISCONSIN MEMBERS PRESENT: Alderman Rick Owen, Chairman Alderman Scott Berg Alderman Brad Blumer Alderman Buck Jurken Alderman Christopher Blackburn MEMBER ABSENT AND EXCUSED: Mayor Steve Ponto OTHERS PRESENT: Director of Public Works Tom Grisa City Engineer Jeff Chase Alderman Bill Carnell (a.a.) Roll Call Chairman Owen noted a quorum present and called the Board of Public Works to order at 7:15 pm. Meeting Minutes Item 1 Meeting minutes of the February 12, 2019 Board of Public Works Meeting Motion by Alderman Blumer, seconded by Alderman Jurken to approve the minutes of the February 12, 2019 Board of Public Works meeting minutes. Motion carried 5-0. New Business Item 2 Award of 2019 Road Surface Treatment project Alderman Blackburn inquired how well the treatment worked from last year. Mr. Grisa indicated the treatment worked well and snow melted faster because the pavement stayed black versus gray. Mr. Chase added the treatment was well received and they did not receive any complaints or concerns about the application process. The treatment is a quick process that is complete in hours. Alderman Blackburn added there is the benefit of cost savings as well. Mr. Chase stated it does change the texture of the pavement. Alderman Carnell pointed out it was an efficient and quick process that went well. Resident Eric Seeger, 3455 Horseshoe Bend Ct., Brookfield, WI 53045 noticed there were two quotes from contactors and inquired if the process was to get the best price for the residents. Mr. Chase responded that because the City is a public entity the City is required to procure public works construction services in a very specific process. It is based on state statue which requires public entities to award contracts to the lowest responsible bidder. Board Public Works Minutes 2 March 12, 2019, Common Council Chambers – City Hall Mr. Grisa stated there are only two companies who perform this type of work locally, which is why the City only received two bids. Alderman Blackburn inquired if the sealer works for shaded streets. Mr. Chase responded that the treatment will help depending on the defect in the road. The sealer helps minimize and mitigate the oxidation of the asphalt. Motion by Alderman Jurken, seconded by Alderman Blackburn to approve the award of 2019 Road Surface Treatment project. Motion carried 5-0 Item 3 E-cycling agreement with Waukesha County for event pick ups Mr. Grisa stated this is the same agreement the city signed from last year. Alderman Blackburn asked if there is a status change for the electronic recycling. Mr. Grisa responded that electronic recycling was a service provided by the County. The County went to the current model as the County eliminated the full time year round electronic recycling. Motion by Alderman Blumer, seconded by Alderman Blackburn to approve the E-cycling agreement with Waukesha County for event pick ups. Motion carried 5-0. Adjournment Motion by Alderman Jurken, seconded by Alderman Blackburn to adjourn the Board of Public Works meeting. Motion carried 5-0. Meeting adjourned at 7:32pm.
