OFFICIAL MEETING MINUTES OF A REGULAR MEETING OF THE BOARD OF PUBLIC WORKS HELD ON NOVEMBER 12, 2019 @ 7:00 P.M. IN THE COMMON COUNCIL CHAMBERS OF CITY HALL, 2000 NORTH CALHOUN ROAD, BROOKFIELD, WISCONSIN MEMBERS PRESENT: Alderman Rick Owen, Chairman Alderman Scott Berg Alderman Christopher Blackburn Alderman Buck Jurken Alderman Bill Carnell (a.a.) MEMBER ABSENT AND EXCUSED: Mayor Steve Ponto, Alderman Brad Blumer OTHERS PRESENT: City Engineer Jeff Chase Director of Public Works Tom Grisa Roll Call Chairman Owen noted a quorum present and called the Board of Public Works to order at 7:37 pm. Meeting Minutes Item 1 Meeting minutes of the October 8, 2019 Board of Public Works Meeting Motion by Alderman Jurken, seconded by Alderman Blackburn to approve the minutes of the October 8, 2019 Board of Public Works meeting minutes. Motion carried 5-0. New Business Item 2 Request to vacate a portion of Golf Parkway north of 125 South Columbia Boulevard Alderman Blackburn commented a sixty foot right of way is standard and a 90 foot right of way is not necessary. Motion by Alderman Blackburn, seconded by Alderman Jurken to approve the request to vacate a portion of Golf Parkway north of 125 South Columbia Boulevard. Motion carried 5-0. Item 3 Addendum to Professional Services agreement with Refrigerant Depot, LLC for providing up to four appliance and electronic recycling events in Brookfield. Mr. Grisa stated this recycling event is for the City of Brookfield residents only. In addition, the residents are allowed to bring appliances to the recycling center during the times the recycling center is open. Board Public Works Minutes 2 November 12, 2019, Common Council Chambers – City Hall Alderman Berg stated the events should be open to area communities. Alderman Owen added that there are an additional six events in Waukesha County. Alderman Jurken stated the city should start with the four events per year and can revisit the topic in a year. Mr. Grisa added in Waukesha county most of the other municipalities do not have routine appliance drop off or pick up. Waukesha County runs six events per year. The City of Brookfield is adding these events to reduce traffic congestion and wait times. Motion by Alderman Jurken, seconded by Alderman Blackburn to approve the addendum to Professional Services agreement with Refrigerant Depot, LLC for providing up to four appliance and electronic recycling events in Brookfield including potentially one evening event in July. Motion carried 5-0. Item 4 Dedication of Roadway, Pathway & Surface Water Drainage System: CADDIS Memory Care, 16040 W Greenfield Ave Motion by Alderman Berg, seconded by Alderman Carnell to approve the dedication of Roadway, Pathway & Surface Water Drainage System: CADDIS Memory Care, 16040 W Greenfield Ave. Motion carried 5-0. Item 5 Dedication of Pathway: The Reserve at Brookfield, 405 Bishops Way Alderman Blackburn asked if the path along the south wall of the building is public or private. Mr. Chase stated it is private. This dedication is for the public pathway along the road. Motion by Alderman Jurken, seconded by Alderman Carnell to approve the dedication of Pathway: The Reserve at Brookfield, 405 Bishops Way. Motion carried 5-0. Item 6 Calhoun Road R-O-W Acquisition: Authorization for Offer to Purchase all of Parcel 57 Closed session Motion by Alderman Blackburn, seconded by Alderman Jurken to go into closed session to discuss the Calhoun Road R-O-W Acquisition: Authorization for Offer to Purchase all of Parcel 57. Motion carried 5-0. Motion by Alderman Jurken, seconded by Alderman Blackburn to come out of closed session to discuss the Calhoun Road R-O-W Acquisition: Authorization for Offer to Purchase all of Parcel 57. Motion carried 5-0. Motion by Alderman Blackburn, seconded by Alderman Berg to provide authorization for staff to make an Offer to Purchase for all of Parcel 57 in accordance with the parameters discussed in closed session. Motion carried 5-0. Adjournment Motion by Alderman Blackburn, seconded by Alderman Jurken to adjourn the Board of Public Works meeting. Motion carried 5-0. Meeting adjourned at 8:05pm.
